SA submarine sinks NATO

A lone South African submarine left some North Atlantic Treaty Organisation (Nato) commanders with red faces yesterday as it "sank" all the ships of the Nato Maritime Group engaged in exercises with the SA Navy off the Cape coast.

The S101 – or the SAS Manthatisi – not only evaded detection by a joint Nato and SA Navy search party, consisting of several ships combing the search area with radar and sonar; it also "sank" all the ships taking part in the exercise.

Several times during the exercise, that lasted throughout Monday night and yesterday morning, a red square lit up the screens where the surface ships thought the submarine was, but it remained elusive.

This gave Defence Minister Mosiuoa Lekota something to brag about when he landed on the SAS Amatola yesterday to speak to the media.

"To be able to frustrate detection by Nato nations is no mean achievement, it speaks of the excellence of the equipment we acquired for this purpose," Lekota said.

And while this left one of the world’s strongest military alliances frustrated, it was also a sign that the group had a capable partner in Africa, Lekota said.

"With sustained interoperatability with foreign forces such as Nato we are well positioned to respond to any unforeseen circumstances that may confront either ourselves or other regions," he said.

Lekota was quite clear that a working relationship with Nato was desired. "They have a partner of reliable capability because we are forging working relations here," he said.

These sentiments were echoed by the commander of the Nato maritime group, Rear Admiral Michael Mahon.

"I can’t speak for what the future will hold but certainly this was valuable. Africa is a strategic continent. The freedom of the seas, energy, security, they are all critical issue to Nato countries," he said.

Hoekom moet net Afrikaanse name verander?

US soldiers not welcome in Africa

More armed US soldiers are not welcome in Africa, said Defence Minister Mosiuoa Lekota yesterday.

Any country that allowed itself to be a base for the US strategic command in Africa (Africom) would have to live with the consequences, Lekota said.

Africom’s recent creation has been interpreted as the US suddenly recognising the strategic importance of Africa to the US.

Last month it was reported that Lekota was not responding to US requests for him to meet the first Africom commander, Gen Kip Ward.

Briefing the media yesterday, Lekota said the Southern African Development Community (SADC) defence ministers had, at the summit in Lusaka this month, decided that no member states would host Africom and more armed US soldiers.

He said this was also the "continental position" of the African Union.

However, Liberian President Ellen Johnson-Sirleaf has evidently already offered her country as a base for Africom.

Lekota said as far as he knew most African countries supported the view that the Americans should keep their distance.

He said there might be a minority that felt Africom was welcome but, as was the case in democracy, the will of the majority prevailed.

He warned strongly that any country that did not abide by the view that US soldiers should not have an enlarged presence in Africa as part of Africom would have to consider the consequences. These could amount to neighbouring African countries refusing to co-operate with them.

"Africa has to avoid the presence of foreign forces on its soil, particularly if any influx of soldiers might affect relations between sister African countries," Lekota said. The idea of a renewed US focus on Africa was not new, he said.

"Nevertheless, the SADC has adopted the position that it would be better if the US did it from a distance", and did not cause instability in Africa.

R-Adm Robert Moeller of the US was reported last month as arguing that the goal of the US with Africom was to help build the capacity of African organisations such as the African Standby Force to promote peace and security and respond to crises on the continent.

Simon Tisdale wrote in the London-based Guardian: "Africom marks the official arrival of America’s ‘global war on terror’ on the African continent."

Chinese military hacked into Pentagon

The Chinese military hacked into a Pentagon computer network in June in the most successful cyber attack on the US defence department, say American officials.

The Pentagon acknowledged shutting down part of a computer system serving the office of Robert Gates, defence secretary, but declined to say who it believed was behind the attack.

Current and former officials have told the Financial Times an internal investigation has revealed that the incursion came from the People’s Liberation Army.

One senior US official said the Pentagon had pinpointed the exact origins of the attack. Another person familiar with the event said there was a “very high level of confidence…trending towards total certainty” that the PLA was responsible. The defence ministry in Beijing declined to comment on Monday.

Angela Merkel, Germany’s chancellor, raised reports of Chinese infiltration of German government computers with Wen Jiabao, China’s premier, in a visit to Beijing, after which the Chinese foreign ministry said the government opposed and forbade “any criminal acts undermining computer systems, including hacking”.

“We have explicit laws and regulations in this regard,” said Jiang Yu, from the ministry. “Hacking is a global issue and China is frequently a victim.”

George W. Bush, US president, is due to meet Hu Jintao, China’s president, on Thursday in Australia prior to the Apec summit.

The PLA regularly probes US military networks – and the Pentagon is widely assumed to scan Chinese networks – but US officials said the penetration in June raised concerns to a new level because of fears that China had shown it could disrupt  systems at critical times.

“The PLA has demonstrated the ability to conduct attacks that disable our system…and the ability in a conflict situation to re-enter and disrupt on a very large scale,” said a former official, who said the PLA had penetrated the networks of US defence companies and think-tanks.

Hackers from numerous locations in China spent several months probing the Pentagon system before overcoming its defences, according to people familiar with the matter.

The Pentagon took down the network for more than a week while the attacks continued, and is to conduct a comprehensive diagnosis. “These are multiple wake-up calls stirring us to levels of more aggressive vigilance,” said Richard Lawless, the Pentagon’s top Asia official at the time of the attacks.

The Pentagon is still investigating how much data was downloaded, but one person with knowledge of the attack said most of the information was probably “unclassified”. He said the event had forced officials to reconsider the kind of information they send over unsecured e-mail systems.

John Hamre, a Clinton-era deputy defence secretary involved with cyber security, said that while he had no knowledge of the June attack, criminal groups sometimes masked cyber attacks to make it appear they came from government computers in a particular country.

The National Security Council said the White House had created a team of experts to consider whether the administration needed to restrict the use of BlackBerries because of concerns about cyber espionage.

India’s holocaust

A controversial new history of the Indian Mutiny, which broke out 150 years ago and is acknowledged to have been the greatest challenge to any European power in the 19th century, claims that the British pursued a murderous decade-long campaign to wipe out millions of people who dared rise up against them.

In War of Civilisations: India AD 1857, Amaresh Misra, a writer and historian based in Mumbai, argues that there was an "untold holocaust" which caused the deaths of almost 10 million people over 10 years beginning in 1857. Britain was then the world’s superpower but, says Misra, came perilously close to losing its most prized possession: India.

Conventional histories have counted only 100,000 Indian soldiers who were slaughtered in savage reprisals, but none have tallied the number of rebels and civilians killed by British forces desperate to impose order, claims Misra.

The author says he was surprised to find that the "balance book of history" could not say how many Indians were killed in the aftermath of 1857. This is remarkable, he says, given that in an age of empires, nothing less than the fate of the world hung in the balance.

"It was a holocaust, one where millions disappeared. It was a necessary holocaust in the British view because they thought the only way to win was to destroy entire populations in towns and villages. It was simple and brutal. Indians who stood in their way were killed. But its scale has been kept a secret," Misra told the Guardian.

His calculations rest on three principal sources. Two are records pertaining to the number of religious resistance fighters killed – either Islamic mujahideen or Hindu warrior ascetics committed to driving out the British.

The third source involves British labour force records, which show a drop in manpower of between a fifth and a third across vast swaths of India, which as one British official records was "on account of the undisputed display of British power, necessary during those terrible and wretched days – millions of wretches seemed to have died."

There is a macabre undercurrent in much of the correspondence. In one incident Misra recounts how 2m letters lay unopened in government warehouses, which, according to civil servants, showed "the kind of vengeance our boys must have wreaked on the abject Hindoos and Mohammadens, who killed our women and children."

Misra’s casualty claims have been challenged in India and Britain. "It is very difficult to assess the extent of the reprisals simply because we cannot say for sure if some of these populations did not just leave a conflict zone rather than being killed," said Shabi Ahmad, head of the 1857 project at the Indian Council of Historical Research. "It could have been migration rather than murder that depopulated areas."

Many view exaggeration rather than deceit in Misra’s calculations. A British historian, Saul David, author of The Indian Mutiny, said it was valid to count the death toll but reckoned that it ran into "hundreds of thousands".

"It looks like an overestimate. There were definitely famines that cost millions of lives, which were exacerbated by British ruthlessness. You don’t need these figures or talk of holocausts to hammer imperialism. It has a pretty bad track record."

Others say Misra has done well to unearth anything in that period, when the British assiduously snuffed out Indian versions of history. "There appears a prolonged silence between 1860 and the end of the century where no native voices are heard. It is only now that these stories are being found and there is another side to the story," said Amar Farooqui, history professor at Delhi University. "In many ways books like Misra’s and those of [William] Dalrymple show there is lots of material around. But you have to look for it."

What is not in doubt is that in 1857 Britain ruled much of the subcontinent in the name of the Bahadur Shah Zafar, the powerless poet-king improbably descended from Genghis Khan.

Neither is there much dispute over how events began: on May 10 Indian soldiers, both Muslim and Hindu, who were stationed in the central Indian town of Meerut revolted and killed their British officers before marching south to Delhi. The rebels proclaimed Zafar, then 82, emperor of Hindustan and hoisted a saffron flag above the Red Fort.

What follows in Misra’s view was nothing short of the first war of Indian independence, a story of a people rising to throw off the imperial yoke. Critics say the intentions and motives were more muddled: a few sepoys misled into thinking the officers were threatening their religious traditions. In the end British rule prevailed for another 90 years.

Misra’s analysis breaks new ground by claiming the fighting stretched across India rather than accepting it was localised around northern India. Misra says there were outbreaks of anti-British violence in southern Tamil Nadu, near the Himalayas, and bordering Burma. "It was a pan-Indian thing. No doubt."

Misra also claims that the uprisings did not die out until years after the original mutiny had fizzled away, countering the widely held view that the recapture of Delhi was the last important battle.

For many the fact that Indian historians debate 1857 from all angles is in itself a sign of a historical maturity. "You have to see this in the context of a new, more confident India," said Jon E Wilson, lecturer in south Asian history at King’s College London. "India has a new relationship with 1857. In the 40s and 50s the rebellions were seen as an embarrassment. All that fighting, when Nehru and Gandhi preached nonviolence. But today 1857 is becoming part of the Indian national story. That is a big change."

What they said

Charles Dickens: "I wish I were commander-in-chief in India … I should proclaim to them that I considered my holding that appointment by the leave of God, to mean that I should do my utmost to exterminate the race."

Karl Marx: "The question is not whether the English had a right to conquer India, but whether we are to prefer India conquered by the Turk, by the Persian, by the Russian, to India conquered by the Briton."

L’Estaffette, French newspaper: "Intervene in favour of the Indians, launch all our squadrons on the seas, join our efforts with those of Russia against British India …such is the only policy truly worthy of the glorious traditions of France."

The Guardian: "We sincerely hope that the terrible lesson thus taught will never be forgotten … We may rely on native bayonets, but they must be officered by Europeans."

Gevegte hervat in DRK

As die amptelike mondstuk van die VDF, Isizwe, onlangs sê: “It is true that the fullest consolidation of people’s power is still in the future. It is true that control over central state power is the key to many things… Nevertheless, the building of people’s power is something that is already beginning to happen in the course of our struggle. It is not for us to sit back and merely dream of the day that the people shall govern. It is our task to realise that goal now”, behoort die ANC daardie bloedrooi lig teen samewerking raak te sien!

Afghan rebels take back NATO areas

KANDAHAR, Over the past six weeks, the Taliban have driven government forces out of roughly half of a strategic area in southern Afghanistan that American and NATO officials declared a success story last fall in their campaign to clear out insurgents and make way for development programs, Afghan officials say.

A year after Canadian and American forces drove hundreds of Taliban fighters from the area, the Panjwai and Zhare districts southwest of Kandahar, the rebels are back and have adopted new tactics. Carrying out guerrilla attacks after NATO troops partly withdrew in July, they overran isolated police posts and are now operating in areas where they can mount attacks on Kandahar, the south’s largest city.

The setback is part of a bloody stalemate that has occurred between NATO troops and Taliban fighters across southern Afghanistan this summer. NATO and Afghan Army soldiers can push the Taliban out of rural areas, but the Afghan police are too weak to hold the territory after they withdraw. At the same time, the Taliban are unable to take large towns and have generally mounted fewer suicide bomb attacks in southern cities than they did last summer.

The Panjwai and Zhare districts, in particular, highlight the changing nature of the fight in the south. The military operation there in September 2006 was the largest conventional battle in the country since 2002. But this year, the Taliban are avoiding set battles with NATO and instead are attacking the police and stepping up their use of roadside bombs, known as improvised explosive devices or I.E.D.’s.

“It’s very seldom that we have direct engagement with the Taliban,” said Brig. Gen. Guy Laroche, the commander of Canadian forces leading the NATO effort in Kandahar. “What they’re going to use is I.E.D.’s.”

The Taliban also wage intimidation campaigns against the population. Local officials report that one of the things that the insurgents do when they enter an area is to hang several local farmers, declaring them spies.

“The first thing they do is show people how brutal they are,” said Hajji Agha Lalai, the leader of the Panjwai district council. “They were hanged from the trees. For several days, they hung there.”

NATO and American military officials have declined to release exact Taliban attack statistics, and collecting accurate information is difficult, particularly in rural Afghanistan. According to an internal United Nations tally, insurgents set off 516 improvised explosive devices in 2007. Another 402 improvised explosive devices were discovered before detonation.

Reported security incidents, a broad category that includes bombings, firefights and intimidation, are up from roughly 500 a month last year to 600 a month this year, a 20 percent increase, according to the United Nations.

The rising attacks are taking a heavy toll. At least 2,500 to 3,000 people have died in insurgency-related violence so far this year, a quarter of them civilians, according to the United Nations tally, a 20 percent increase over 2006.

NATO and American fatality rates are up by about 20 percent this year, to 161, according to Iraq Casualty Count, a Web site that tracks deaths in Iraq and Afghanistan. The Afghan police continue to be devastated by Taliban bombings and guerrilla strikes, with 379 killed so far this year, compared with 257 for all of last year.

Yet the Taliban have been unable to take large towns this year and have carried out 102 suicide bombings, roughly the same number as last year, according to the United Nations. A conventional Taliban spring offensive was predicted by many but never materialized, and Western officials say that raids by NATO and American Special Operations forces have killed dozens of senior and midlevel Taliban commanders this year.

Maj. Gen. Bernard S. Champoux, deputy commander for security for the NATO-led International Security Assistance Force, said the Taliban’s leadership was in “disarray” and had not been able to carry out the attacks it had hoped this year and would be even weaker next year.

“This has been a shaping year,” he said. “I think next year will be a decisive year.”

Afghan Army units have performed well, according to Western officials. The trouble has come when the army and foreign troops withdraw, leaving lightly armed Afghan police forces struggling to hold rural areas. Corruption is rampant among the police, and some units have exaggerated casualty rates or abandoned checkpoints.

Britte verlaat Basra

Image

Union Jack in Basra gestryk

Zimbabwe is ‘landbouleier’

Obiang

Fugard feels ‘betrayed’

Victory, which premiered in the UK city of Bath, paints a bleak picture of modern South Africa. It centres on a violent burglary of an elderly white widower committed by two black teenagers, Freddie and Victoria.

Fugard told BBC World Service’s The Ticket programme that he took the theme after his own home was burgled on four occasions in the last two years – the last of which involved someone he trusted.

"It gave a focus to a sense of betrayal I’ve had growing in me with time, as I looked at what South Africa was becoming and the direction it was heading in," he said.

"I compared it with what I had felt 12 years ago when, together with millions of South Africans of all races and creeds, we stood in long queues to cast our votes in the first ever democratic election.

"That was a moment of incredible euphoria, of hope, that South Africa would in fact – as it did – turn its back on the violence of its past and try to forge a new identity."

Fugard, who initially became famous through his works about South Africa under apartheid, has set a number of his recent plays in the same village as he reflects on how the country has changed since those first democratic elections in 1994.

He said that it showed how burglary, violent crime, drug abuse "and all the attendant horrors of what the world is made up of now" have reached even this remote place in the Karoo desert.

He added, however, there is a "slender note of affirmation" in the fate of the young woman, Victoria, at the centre of the play.

Fugard established his reputation when he worked extensively with two of South Africa’s greatest actors, John Kani and Winston Ntshona.

Together they wrote three groundbreaking plays, including The Island and Sizwe Banzi is Dead – performed and workshopped in black townships.

He said that taking these plays into the townships, and talking loudly on stage "about things that were only whispered about" was, for him, "an absolutely defining experience of the potency of theatre."

And he said that, though he is now 75 years old, he still writes "with the same joy and the same sense of celebration.

"Underlying even the bleak in my opus is celebration – the celebration of theatre," he added.

"I was talking to the director of the Bath production of Victory this morning – and I just felt so proud to be a member of the theatre community.

"This community stretches all the way back to Shakespeare, and even earlier. Ours is a very noble profession, even though in many cases we’ve been the outcasts of society."
