SA submarine sinks NATO

A lone South African submarine left some North Atlantic Treaty Organisation (Nato) commanders with red faces yesterday as it "sank" all the ships of the Nato Maritime Group engaged in exercises with the SA Navy off the Cape coast.

The S101 – or the SAS Manthatisi – not only evaded detection by a joint Nato and SA Navy search party, consisting of several ships combing the search area with radar and sonar; it also "sank" all the ships taking part in the exercise.

Several times during the exercise, that lasted throughout Monday night and yesterday morning, a red square lit up the screens where the surface ships thought the submarine was, but it remained elusive.

This gave Defence Minister Mosiuoa Lekota something to brag about when he landed on the SAS Amatola yesterday to speak to the media.

"To be able to frustrate detection by Nato nations is no mean achievement, it speaks of the excellence of the equipment we acquired for this purpose," Lekota said.

And while this left one of the world’s strongest military alliances frustrated, it was also a sign that the group had a capable partner in Africa, Lekota said.

"With sustained interoperatability with foreign forces such as Nato we are well positioned to respond to any unforeseen circumstances that may confront either ourselves or other regions," he said.

Lekota was quite clear that a working relationship with Nato was desired. "They have a partner of reliable capability because we are forging working relations here," he said.

These sentiments were echoed by the commander of the Nato maritime group, Rear Admiral Michael Mahon.

"I can’t speak for what the future will hold but certainly this was valuable. Africa is a strategic continent. The freedom of the seas, energy, security, they are all critical issue to Nato countries," he said.

India’s holocaust

A controversial new history of the Indian Mutiny, which broke out 150 years ago and is acknowledged to have been the greatest challenge to any European power in the 19th century, claims that the British pursued a murderous decade-long campaign to wipe out millions of people who dared rise up against them.

In War of Civilisations: India AD 1857, Amaresh Misra, a writer and historian based in Mumbai, argues that there was an "untold holocaust" which caused the deaths of almost 10 million people over 10 years beginning in 1857. Britain was then the world’s superpower but, says Misra, came perilously close to losing its most prized possession: India.

Conventional histories have counted only 100,000 Indian soldiers who were slaughtered in savage reprisals, but none have tallied the number of rebels and civilians killed by British forces desperate to impose order, claims Misra.

The author says he was surprised to find that the "balance book of history" could not say how many Indians were killed in the aftermath of 1857. This is remarkable, he says, given that in an age of empires, nothing less than the fate of the world hung in the balance.

"It was a holocaust, one where millions disappeared. It was a necessary holocaust in the British view because they thought the only way to win was to destroy entire populations in towns and villages. It was simple and brutal. Indians who stood in their way were killed. But its scale has been kept a secret," Misra told the Guardian.

His calculations rest on three principal sources. Two are records pertaining to the number of religious resistance fighters killed – either Islamic mujahideen or Hindu warrior ascetics committed to driving out the British.

The third source involves British labour force records, which show a drop in manpower of between a fifth and a third across vast swaths of India, which as one British official records was "on account of the undisputed display of British power, necessary during those terrible and wretched days – millions of wretches seemed to have died."

There is a macabre undercurrent in much of the correspondence. In one incident Misra recounts how 2m letters lay unopened in government warehouses, which, according to civil servants, showed "the kind of vengeance our boys must have wreaked on the abject Hindoos and Mohammadens, who killed our women and children."

Misra’s casualty claims have been challenged in India and Britain. "It is very difficult to assess the extent of the reprisals simply because we cannot say for sure if some of these populations did not just leave a conflict zone rather than being killed," said Shabi Ahmad, head of the 1857 project at the Indian Council of Historical Research. "It could have been migration rather than murder that depopulated areas."

Many view exaggeration rather than deceit in Misra’s calculations. A British historian, Saul David, author of The Indian Mutiny, said it was valid to count the death toll but reckoned that it ran into "hundreds of thousands".

"It looks like an overestimate. There were definitely famines that cost millions of lives, which were exacerbated by British ruthlessness. You don’t need these figures or talk of holocausts to hammer imperialism. It has a pretty bad track record."

Others say Misra has done well to unearth anything in that period, when the British assiduously snuffed out Indian versions of history. "There appears a prolonged silence between 1860 and the end of the century where no native voices are heard. It is only now that these stories are being found and there is another side to the story," said Amar Farooqui, history professor at Delhi University. "In many ways books like Misra’s and those of [William] Dalrymple show there is lots of material around. But you have to look for it."

What is not in doubt is that in 1857 Britain ruled much of the subcontinent in the name of the Bahadur Shah Zafar, the powerless poet-king improbably descended from Genghis Khan.

Neither is there much dispute over how events began: on May 10 Indian soldiers, both Muslim and Hindu, who were stationed in the central Indian town of Meerut revolted and killed their British officers before marching south to Delhi. The rebels proclaimed Zafar, then 82, emperor of Hindustan and hoisted a saffron flag above the Red Fort.

What follows in Misra’s view was nothing short of the first war of Indian independence, a story of a people rising to throw off the imperial yoke. Critics say the intentions and motives were more muddled: a few sepoys misled into thinking the officers were threatening their religious traditions. In the end British rule prevailed for another 90 years.

Misra’s analysis breaks new ground by claiming the fighting stretched across India rather than accepting it was localised around northern India. Misra says there were outbreaks of anti-British violence in southern Tamil Nadu, near the Himalayas, and bordering Burma. "It was a pan-Indian thing. No doubt."

Misra also claims that the uprisings did not die out until years after the original mutiny had fizzled away, countering the widely held view that the recapture of Delhi was the last important battle.

For many the fact that Indian historians debate 1857 from all angles is in itself a sign of a historical maturity. "You have to see this in the context of a new, more confident India," said Jon E Wilson, lecturer in south Asian history at King’s College London. "India has a new relationship with 1857. In the 40s and 50s the rebellions were seen as an embarrassment. All that fighting, when Nehru and Gandhi preached nonviolence. But today 1857 is becoming part of the Indian national story. That is a big change."

What they said

Charles Dickens: "I wish I were commander-in-chief in India … I should proclaim to them that I considered my holding that appointment by the leave of God, to mean that I should do my utmost to exterminate the race."

Karl Marx: "The question is not whether the English had a right to conquer India, but whether we are to prefer India conquered by the Turk, by the Persian, by the Russian, to India conquered by the Briton."

L’Estaffette, French newspaper: "Intervene in favour of the Indians, launch all our squadrons on the seas, join our efforts with those of Russia against British India …such is the only policy truly worthy of the glorious traditions of France."

The Guardian: "We sincerely hope that the terrible lesson thus taught will never be forgotten … We may rely on native bayonets, but they must be officered by Europeans."

Afghan rebels take back NATO areas

KANDAHAR, Over the past six weeks, the Taliban have driven government forces out of roughly half of a strategic area in southern Afghanistan that American and NATO officials declared a success story last fall in their campaign to clear out insurgents and make way for development programs, Afghan officials say.

A year after Canadian and American forces drove hundreds of Taliban fighters from the area, the Panjwai and Zhare districts southwest of Kandahar, the rebels are back and have adopted new tactics. Carrying out guerrilla attacks after NATO troops partly withdrew in July, they overran isolated police posts and are now operating in areas where they can mount attacks on Kandahar, the south’s largest city.

The setback is part of a bloody stalemate that has occurred between NATO troops and Taliban fighters across southern Afghanistan this summer. NATO and Afghan Army soldiers can push the Taliban out of rural areas, but the Afghan police are too weak to hold the territory after they withdraw. At the same time, the Taliban are unable to take large towns and have generally mounted fewer suicide bomb attacks in southern cities than they did last summer.

The Panjwai and Zhare districts, in particular, highlight the changing nature of the fight in the south. The military operation there in September 2006 was the largest conventional battle in the country since 2002. But this year, the Taliban are avoiding set battles with NATO and instead are attacking the police and stepping up their use of roadside bombs, known as improvised explosive devices or I.E.D.’s.

“It’s very seldom that we have direct engagement with the Taliban,” said Brig. Gen. Guy Laroche, the commander of Canadian forces leading the NATO effort in Kandahar. “What they’re going to use is I.E.D.’s.”

The Taliban also wage intimidation campaigns against the population. Local officials report that one of the things that the insurgents do when they enter an area is to hang several local farmers, declaring them spies.

“The first thing they do is show people how brutal they are,” said Hajji Agha Lalai, the leader of the Panjwai district council. “They were hanged from the trees. For several days, they hung there.”

NATO and American military officials have declined to release exact Taliban attack statistics, and collecting accurate information is difficult, particularly in rural Afghanistan. According to an internal United Nations tally, insurgents set off 516 improvised explosive devices in 2007. Another 402 improvised explosive devices were discovered before detonation.

Reported security incidents, a broad category that includes bombings, firefights and intimidation, are up from roughly 500 a month last year to 600 a month this year, a 20 percent increase, according to the United Nations.

The rising attacks are taking a heavy toll. At least 2,500 to 3,000 people have died in insurgency-related violence so far this year, a quarter of them civilians, according to the United Nations tally, a 20 percent increase over 2006.

NATO and American fatality rates are up by about 20 percent this year, to 161, according to Iraq Casualty Count, a Web site that tracks deaths in Iraq and Afghanistan. The Afghan police continue to be devastated by Taliban bombings and guerrilla strikes, with 379 killed so far this year, compared with 257 for all of last year.

Yet the Taliban have been unable to take large towns this year and have carried out 102 suicide bombings, roughly the same number as last year, according to the United Nations. A conventional Taliban spring offensive was predicted by many but never materialized, and Western officials say that raids by NATO and American Special Operations forces have killed dozens of senior and midlevel Taliban commanders this year.

Maj. Gen. Bernard S. Champoux, deputy commander for security for the NATO-led International Security Assistance Force, said the Taliban’s leadership was in “disarray” and had not been able to carry out the attacks it had hoped this year and would be even weaker next year.

“This has been a shaping year,” he said. “I think next year will be a decisive year.”

Afghan Army units have performed well, according to Western officials. The trouble has come when the army and foreign troops withdraw, leaving lightly armed Afghan police forces struggling to hold rural areas. Corruption is rampant among the police, and some units have exaggerated casualty rates or abandoned checkpoints.

Fugard feels ‘betrayed’

Victory, which premiered in the UK city of Bath, paints a bleak picture of modern South Africa. It centres on a violent burglary of an elderly white widower committed by two black teenagers, Freddie and Victoria.

Fugard told BBC World Service’s The Ticket programme that he took the theme after his own home was burgled on four occasions in the last two years – the last of which involved someone he trusted.

"It gave a focus to a sense of betrayal I’ve had growing in me with time, as I looked at what South Africa was becoming and the direction it was heading in," he said.

"I compared it with what I had felt 12 years ago when, together with millions of South Africans of all races and creeds, we stood in long queues to cast our votes in the first ever democratic election.

"That was a moment of incredible euphoria, of hope, that South Africa would in fact – as it did – turn its back on the violence of its past and try to forge a new identity."

Fugard, who initially became famous through his works about South Africa under apartheid, has set a number of his recent plays in the same village as he reflects on how the country has changed since those first democratic elections in 1994.

He said that it showed how burglary, violent crime, drug abuse "and all the attendant horrors of what the world is made up of now" have reached even this remote place in the Karoo desert.

He added, however, there is a "slender note of affirmation" in the fate of the young woman, Victoria, at the centre of the play.

Fugard established his reputation when he worked extensively with two of South Africa’s greatest actors, John Kani and Winston Ntshona.

Together they wrote three groundbreaking plays, including The Island and Sizwe Banzi is Dead – performed and workshopped in black townships.

He said that taking these plays into the townships, and talking loudly on stage "about things that were only whispered about" was, for him, "an absolutely defining experience of the potency of theatre."

And he said that, though he is now 75 years old, he still writes "with the same joy and the same sense of celebration.

"Underlying even the bleak in my opus is celebration – the celebration of theatre," he added.

"I was talking to the director of the Bath production of Victory this morning – and I just felt so proud to be a member of the theatre community.

"This community stretches all the way back to Shakespeare, and even earlier. Ours is a very noble profession, even though in many cases we’ve been the outcasts of society."

The Genetics of Race

Everyone has heard the fashionable view that race is not a valid biological concept but is, instead, a suspect sociological category. The implication is that racial distinctions are a form of superstition, that there is no justification for wanting to preserve races, and that replacement of one group by another represents no genetic loss. More specifically, it implies there is no reason for whites in Europe or America to resist displacement because we are, in effect, being replaced by ourselves.

This view is wrong on its face. Races breed true, generation after generation—Danes cannot produce a Bantu, and Bantus cannot produce a Dane—and racial differences are so substantial and consistent that two-year-old children notice them. Scientists recognize the biological differences between animal subspecies—eastern lowland and mountain gorillas, for examples—that are far more physically similar to each other than are members of different human races.

Clearly, the main motive for promoting a view so contrary to common sense is “anti-racism,” but there is one biological fact on which the race-deniers build their argument: This is the oft-cited observation by Richard C. Lewontin of Harvard that there is far more genetic variation within human racial groups (about 85 percent of the total) than between them (about 15 percent). This is true, and scientists were surprised when this fact first came to light. There have since been many outrageous misinterpretations of Prof. Lewontin’s findings, with some people even claiming that because there is more genetic variation within than between human groups, whites are genetically more similar to blacks than to other whites.

I will try to explain what the Lewontin findings mean, and how they should be understood. To do so, I will simplify some of the basic concepts of population genetics and use analogies to illustrate certain key points. Readers interested in the more technical aspects of the subject can consult the papers mentioned in this article, and an Internet search will uncover a vast and challenging literature. What follows, however, should be enough to clear the cobwebs.

First, what is “genetic variation?” Genes are made from DNA, which is made of four chemical elements called nucleotides (Adenine, Cytosine, Guanine, and Thymine, abbreviated as A, C, G, T). These nucleotides are arranged in ordered combinations (e.g., ACGTCGATGATGCA) that make up DNA sequences. DNA is the code in which cells store the information about how to build the basic chemical components of the human (or any other) body. Through a complex chain of events, the information in these sequences is first “transcribed” into an intermediate form called RNA, and then “translated” into proteins, which are the building blocks of life. Some of the DNA sequences regulate transcription, and what subsequently happens to the RNA. Specific DNA sequences with specific functions are called genes, and the complete set of DNA sequences of an organism is called its genome.

A large portion of the human genome is said to be “non-functional,” in that the DNA sequences do not code for proteins nor do they seem to have any regulatory functions. Recent studies suggest that some sequences previously thought to be non-functional may be involved in regulation, but scientists are interested even in DNA sequences that are truly neutral and non-functional. This is because these sequences sometimes vary in interesting ways between individuals and groups, and population geneticists study them to learn about ancestral relationships. Thus, when I refer to genes and genetic variation, I am referring to all types of DNA sequences that can be the source of genetic variation. How do the sequences vary?

There are differences between individuals and between races and ethnic groups. Sometimes these differences have profound effects on function and physical form (phenotype) and sometimes they do not. Individuals differ in many ways—height, coloring, intelligence, personality—because of differences in their DNA sequences, though environment also affects these traits to varying degrees. Different information stored in the DNA produces these differences. In other words, variants of the same genes can produce different effects in different people.

There are further differences between people in the so-called neutral (non-functional) gene sequences, but these do not have physically apparent or visible effects. Siblings may be very similar to each other in all apparent ways, and are similar in those portions of DNA that code for detectable differences. At the same time, there may be considerable differences in their non-functional DNA, and these differences do not show up as apparent, or phenotypic differences. Genetic variations can have no effect or very profound effects, depending on which genes they affect. In some crucial sections of the genome, even the slightest variation can be very damaging. A few conditions, such as cystic fibrosis, sickle cell anemia and alpha-1-antitrypsin deficiency, result from tiny differences in gene sequences at certain key points.

There are a few genetic variations that are population-specific, which is to say that they are found in one population but are essentially absent in another (see the note at the end of this article), but most differences are in frequency: One variation of a gene is found more or less frequently in one group than in another. In some cases there are many variants of a gene sequence, in some cases, only two variants. For example, a single gene may have three variants. In population A, gene variants 1, 2, and 3 may have frequencies of 30 percent, 30 percent, and 40 percent (for a total of 100 percent), while in population B the same frequencies may be 20 percent, 60 percent, and 20 percent and in population C, 70 percent, 25 percent, and 5 percent.

People are often surprised to learn that most of the human genome does not have racial or ethnic patterns. Most genetic variation is “random,” which is to say that members of different population groups are equally likely to have different variants of most genes. This is particularly common in those parts of the genetic structure that appear to be non-functional, and do not seem to have an effect on the organism. The sum of all these genetic differences within the human species is the total genetic variation of humans.

This total genetic variation can therefore be divided into the differences in gene frequencies found between individuals from the same group, and the differences in gene frequencies found in different groups. The portion of the genetic variation in which there are random differences between individuals of the same race is larger than the portion that is patterned by race. As we saw above, the proportions are approximately 85 percent and 15 percent, which is to say that 85 percent of the genetic variation among people of the same race is equally random when compared to people of different races. For all this variation, therefore, there are no patterns that indicate whether someone is a Pygmy or an Eskimo or a European.

It is in this sense that Prof. Lewontin is correct: Within each racial group, there are more DNA sequence variants that are random than there are DNA sequence variants that show a racial pattern. It is therefore correct to say there is more genetic variation within races than between them. The anti-racists twist this fact to imply that individuals of different races are (or can be) more similar to people of other races than to people of their own race.

In fact, since there are no racial patterns to 85 percent of human genetic variation, that is theoretically possible. Purely random variation in these areas could conceivably make two individuals of different races more alike than two individuals of the same race. However, in the remaining 15 percent—the genetic variation where consistent racial differences are found—they would be as different from each other as any two typical members of the different races. Theoretically, a Chinese could be found who was indistinguishable from a Frenchmen in large parts of their DNA, but this would not make them particularly similar. This Chinese would not have the gene variants that contribute to producing light-colored eyes or hair, or Caucasian facial features, for example.

The following crude analogy does not capture the complex, real world of human genetic variation, but it does demonstrate the importance of small sets of structured data compared to a large body of random variation. Let us imagine a group of 100 boys and 100 girls, each with 100 marbles that can be any color. For the first 85 marbles, color differences are completely random for everyone. However, for the last 15 marbles, boys always have blue marbles and girls have pink. Boys and girls thus form two distinct groups based on 15 percent of the marbles; the other 85 percent of the marbles vary in color without regard to sex. This means there is more intra-group variability than inter-group variability, but this does not mean that the blue-for-boys and pink-for-girls pattern does not exist; it clearly does. Nor does it imply that any given boy is likely to have marbles that are more similar to those of a girl than to another boy. The opposite is likely to be true.

On the other hand, as in the case of the Chinese and the Frenchman, it is theoretically possible, by random chance, that a specific boy’s first 85 marbles will be so similar to a specific girl’s that this boy will have a total set of marbles more similar in color to that girl’s than to any other boy’s. Theoretically, a given boy and girl could have 85 marbles that were exactly the same color. Does this mean the two larger groups do not exist? No. There are still two groups clearly defined by the consistent differences in color of the last 15 marbles, while the first 85 are random. But if marble color is a criterion for putting children into groups, shouldn’t the boy and girl be classified together as members of a group? No, because their similarity is a result of pure chance. What is significant, and what makes the two groups meaningful is the pattern of difference in just 15 percent of the marbles.

There are several ways to look at genetic variation within and between races. All humans, for example, share a tremendous number of traits. We all have two arms and legs, one heart with four chambers, and one stomach. We all perform complex DNA replication and protein translation, and we process sensory information in the brain. In this sense, the differences between races are tiny. Much of the genome is taken up with information on how to build the parts of the body common to all people, and a lot of the rest is inactive. In the case of genes that build the parts and processes common to all humans, there are random variations that do not seem to make any real difference in, say, how a liver or stomach works. That part of the genome varies more or less randomly across the entire human population, as do the parts that seem to do nothing. It is in the relatively small part of the genome that produces the relatively small differences that distinguish races that we find the consistent genetic patterns that make Tibetans different from Maoris. Given the vast biological ways in which Tibetans and Maoris are similar, it does not take much of the genome to produce the relatively small ways in which they are different.

The same is true for the distinctions between humans and other species. Some 98 percent of the chimpanzee genome is indistinguishable from the human genome, and humans share no less than 80 percent of their genes with mice. How does the 98 percent figure square with the 85 percent/15 percent figures for within-group and between-group genetic variation? However much humans vary genetically from each other, they all vary in ways specific to our species; the two percent difference between humans and chimps represent the small areas where there is no overlap at all between the two genomes, and that is enough to account for the differences between the two species.

A different way to compare variation within a race to variation between races is to consider the African American/European American IQ distribution curves. The two groups differ by one standard deviation, or 15 points. Within each group, the variability in IQ is much greater than 15 points—from moron to genius—but that does not mean a random white is more likely to have the same IQ as a random black than a random white. The opposite is true. Nor does the great variability in IQ within races somehow diminish the importance of the much smaller, 15-point difference in average black and white IQs. Of course, there is significant overlap, so that for this one trait, some whites and some blacks are indeed more similar to each other than they are to members of their own racial group.

The similarities drop away when we compare the two races on a larger number of traits. Imagine that for each trait, there is more variation within the group than between groups; this may well be true given the relatively large range of admixture and phenotypes found in African Americans and, to a lesser extent, in European Americans. For each of these traits taken individually—complexion, certain aspects of facial features, behavior, body form, skull shape, metabolism, etc.—there will be some degree of overlap between the groups, but the level of variation within the groups will be greater than the average variation between groups. (This is a comparison of American blacks and whites, between whom there has been considerable mixture. A comparison between black Africans and Europeans would find no overlap in some traits, such as complexion or facial features.) However, when all the traits are taken together, the chances of overlap between the two groups approach zero; one will not find whites and blacks who overlap on all, or even most, of a large number of phenotypic traits. For a single trait, or a small number of traits, we may see overlap, but not for 20 or 50 or 100 traits taken together.

The same principle applies to genetic data. Looking at genes in isolation leads to Prof. Lewontin’s conclusion, but as soon as one looks at numbers of genes, distinct groups emerge and are easily classified (see next article, page 7). Furthermore, functional genes with evolutionary importance may be concentrated in the parts of the genome that are unique to different populations. When sharp environmental differences began to push groups in different evolutionary directions (See “Northwest Passage,” AR, June 2006), the resulting changes in the genome were very small, but had great phenotypic significance. These would include genes that account for differences in physical appearance, as well as differences in other genetic variants that may have physiological significance (see “Race Realism Takes a Step Forward,” AR, Dec. 2005). Race differences in disease rates and medicinal effect also reflect evolved genetic differences between the races. The large amount of genetic variation that does not follow a racial pattern should not blind us to the small but very important part that does.

Readers with a technical bent can read the online article by A.W.F. Edwards (http://www.goodrumj.com/Edwards.pdf) called “Human genetic diversity: Lewontin’s fallacy” (BioEssays 25:795-801, 2003), in which Prof. Edwards mathematically dissects and refutes the “race does not exist” fallacy. Prof. Edwards explains that Prof. Lewontin’s conclusions are “unwarranted because most of the information that distinguishes populations is hidden in the correlation structure of the data and not simply in the variation of individual factors.” What this means is that looking at individual genes is not enough to distinguish between populations; groups of genes must be taken together.

Here is an example from the Edwards paper: Imagine two populations in which the frequency of a particular gene variant compared to its alternative is 70 percent in population A and 30 percent in population B (see note on calculating variation below). If you use this one gene as the criterion for determining who is an A, you will mistakenly classify 30 percent of Bs as As because 30 percent of them have the variant that is more common in As. As you increase the number of variants you are comparing, the chances of misclassification decrease because it is increasingly unlikely for a member of one group to have a distribution of many different gene variants similar to that of the other group.

This large amount of intra-racial variability does not at all imply that whites are more similar to blacks than to other whites. It means simply that of the total amount of human genetic variation, most is randomly distributed among individuals, with no racial trends. In these areas whites are, in general, neither more similar to whites than to blacks, or to blacks than to whites; the variation is random for everyone, with no racial pattern. There is a fraction of genetic variation, however, that is highly structured at the population level, meaning whites are much more similar to whites than to blacks (or any other race) for this important part of the variation.

One more analogy may help demonstrate the great importance of looking at genetic distinctiveness rather than at overall genetic similarity. A person’s gametes (sperm and eggs, which have only half, or one “copy” of a person’s genome) are genetically different from each another. By chance, one of Joe’s sperm could have a greater overall genetic similarity, including non-functional DNA, to one of Ted’s sperm than to another of Joe’s own sperm. Does this mean Joe is more genetically similar to Ted than to himself? Does it mean Joe should be indifferent to whether Ted’s sperm are used to create Joe’s child? Of course not. In comparing Joe and Ted, the important genetic information is in the parts of the DNA that distinguish Joe from Ted, not in the random genetic variation—much of it which has no functional significance—that is found in all individuals.

The same is true when comparing different population groups. If a species of wolf were threatened with extinction, environmentalists would not dismiss the problem by saying “there is more genetic variation within each wolf species than between them,” or “the threatened species shares most of its genetic variation with other wolf species and even with dogs, so there is nothing to worry about.” Extinction of any group, including human races, means the irreplaceable loss of unique characteristics and unique genetic information that distinguish that group from all others.

Let us consider further the within-group genetic variation that Prof. Lewontin and his supporters make so much of. This “within-group” variation is present in all human populations. If all humans except Bushmen became extinct, then the bulk of human genetic variation would survive in those Bushmen. Is then nothing lost? Hardly. All of the genetic variation that distinguishes the other peoples of the world from both Bushmen and from each other would be lost. It is true that the lost fraction of variation would be considerably smaller than the fraction that remained, but does that mean the lost fraction is unimportant? No. It is this much smaller fraction of human variation that makes different groups unique. It is therefore inherently much more valuable. The same applies to any endangered species; the potential loss is not what the species has in common with other species, but what makes it unlike all the others.

Natural selection works on differences between organisms, not similarities. If all members of a species were identical clones, differences in survival rates in a given environment would be a matter of pure chance. However, genetic differences result in physical differences, which result in different outcomes and different survival rates in different environments. As Vince Sarich and Frank. Miele note in their book Race, “Simply stated, the case for race hinges on recognition of the fact that genetic variation in traits that affect performance and ultimately survival is the fuel on which the evolutionary process runs.” In other words, racial differences are real and significant: They help different groups survive in different environments. It is the unique, patterned genetic differences of groups that affect whether their members are more or less likely to survive; not the great bulk of their gene sequences, which they hold in common with all other members of the species.

Some followers of Prof. Lewontin try to argue that races cannot exist because there is variability between the sub-races within races. Thus, they argue there is no such thing as a black African race because there are substantial differences between West Africans and East Africans. This argument misses the point. There are many different populations one could call races, depending on how the term is defined. It would not be incorrect to call West Africans and East Africans different races. Someone could call the French and the Poles different “races,” so long as he was consistent in calling other groups “races.” However, at the global level, Africans cluster with Africans, and Europeans with Europeans; they constitute legitimate racial groups.

Vdare.com correspondent Steve Sailer has pointed out that the same logic applies to the concept of location. For example, Tampa is not the same place as Miami. However, compared to Cleveland and Cincinnati—also two separate locations—Tampa and Miami cluster together in Florida. Cleveland and Cincinnati are in Ohio. Both Florida and Ohio can be said to cluster in the United States. When it comes to human races, their number varies greatly depending on how they are defined. Most people define races at the continental level, and define different groups within the same continental race as “subraces” or “ethnic groups.”

Some people argue that all races merge gradually into all others at their borders, and that this means race does not exist. First, this is not true. Gradual shifts from one race to another can be found within a continent, but between continents there are distinct racial breaks. This helps substantiate the usual definition of race at the level of continents. At the same time, the existence of mixed-race people does not, somehow, negate the existence of races. It substantiates it. There could not be mixed-race people if race did not exist.

Race is therefore a concrete, objectively-determined biological fact. Race is a “social construct” only insofar as a society may label people using criteria that are at least partially independent of biological reality. For example, in America, “blacks” include people with a wide range of ancestry, and some may have more white or Amerindian than black ancestors. This American practice, the most extreme form of which is the “one drop rule,” does not alter the objective existence of the African, European and Amerindian racial groups.

Virtually no non-whites take the position that race is an illusion. They have too healthy a sense of racial identity to accept such an odd notion. It is yet another ridiculous idea whites have talked themselves into as part of their overall race hysteria. Whites take great pride in staking out strange but fashionable positions, and then concocting elaborate justifications for them. The more strikingly they contradict common sense the better. To believe and to profess a self-righteous absurdity requires high virtue and mastery of difficult, mysterious teachings—a combination liberals find irresistible. Other examples would be insisting that blacks are as smart as whites or that diversity is a strength, but the purest form of high mumbo-jumbo is race-does-not-exist.

Cracks are, fortunately, beginning to appear in the façade. Population geneticists increasingly report that people can be unerringly classified by “continental population groups,” and thoughtful readers realize that “continental population group” is only a polite way of saying “race.” Researchers like Bruce Lahn of the University of Chicago will continue to find potentially important gene variants that differ in frequency between racial groups. More medicines will appear that have markedly different effects on different races. More people will buy commercially available DNA tests that determine ancestry, and wonder how it is possible to measure something that does not exist. Commentators like Steve Sailer will continue speaking truthfully about race—even if they refuse to accept the implications of what they are saying. Before long, claims about the alleged non-reality of race will be increasingly met with headshaking, smirks, and outright ridicule.

Even liberals have an interest in grasping reality. As Prof. Edwards warns in his article, “[I]t is a dangerous mistake to premise moral equality of human beings on biological similarity because dissimilarity, once revealed, then becomes an argument for moral inequality.” Liberals have built an entire world view on faulty assumptions and willful blindness. Most will go to their graves with their eyes closed; for the rest, there will be an unpleasant awakening.

Snow Black, a transformed fairytale

Once upon a time, long, long ago, just as colonialist exploiters and fascist pigs were ruining the rich, idyllic, peaceful society and its advanced technical civilization in their path, a queen was pounding millet while staring at the chickens scratching in the baked earth around her hut.

It was because of her distracted state that she crushed her finger with a careless stroke while pounding the millet, and a drop of blood fell on the earth. As she looked at the blood she said to herself, "Oh, how I wish that I had a daughter that had skin as black as coal, and tightly curled hair, all of which can be sorted out by a little hydroquinone-based skin lightener and hair relaxant." Soon after that, the queen gave birth to a baby girl. Unfortunately she didn’t know who the father was, but at least she could claim a R180 child grant. They named her Princess Snow Black. The queen died soon after giving birth because she was denied proper care by the imperialist oppressors who reserved the best doctors and medical care for themselves. Other members of her tribe were admittedly trained as doctors, but they could not be relied upon not to kill their patients, seeing that they had been admitted to medical school on the basis of a quota system.

Soon after, the king took a new wife who was beautiful, but very vain, and who possessed supernatural powers. She also ran a soccer club that kidnapped and murdered random members of the population for the queen’s entertainment. The king already had sixteen other wives, chosen from girls in his kingdom who were of a nubile age – seven or eight years old – and children numbering in the hundreds, not all of them legitimate.  The king depended on government grants and performed struggle accounting to maintain his huge household. The new wife was haunted by a tokoloshe, whom she would often ask, "Tokoloshe under my bed, who is the most transformed of us all?" and to which the tokoloshe would always reply, "’tis you" But after Snow Black became seven (which is the official age wherein a girl becomes a maiden and therefore fair game for all the men in the kingdom) when she asked her tokoloshe, it responded, "Queen, you are full transformed, ’tis true, but Snow Black more transformed is than you."

And lo, the queen was sore distressed, flew into a jealous rage, drank three liters of vodka, whipped a youngster to death, and ordered an illegal immigrant to take Snow Black into a squatter camp to be executed with an AK-47 bullet to the back of the head. She demanded that the illegal immigrant return with Snow Black’s heart as proof. The illegal immigrant took Snow Black into the squatter camp, but found himself unable to kill her. Instead, he let her go after relieving her of her virginity, believing it would cure the horrible disease he was suffering from. He brought the queen the heart of a young springbok which he’d liberated using a wire trap from a game farm belonging to a white oppressor farmer whom he’d dispatched with the AK-47 bullet meant for Snow Black.

Snow Black discovered a tiny shack in the squatter camp, belonging to seven vertically challenged individuals, where she rested. The vertically challenged individuals had to share a hovel with six of their brethren because apartheid had denied them proper housing. They were seven brothers because their father had refused to use the free condoms handed out at the government clinic. He saw condoms as a sizeist plot against vertically challenged people, designed to keep their numbers down. The people who were supposed to build proper houses for the populace stole the money and the houses were never built, ‘tis true, but apartheid made them do it. Meanwhile, the queen asked her tokoloshe once again, "Who’s the most transformed of them all?", and was horrified when the tokoloshe told her that Snow Black, who was alive and well and living with the vertically challenged individuals, was still the most transformed of them all.

Three times the queen disguised herself and visited the vertically challenged individuals’ shack trying to kill Snow Black. She had to defraud a bank to raise funds for these ventures. The queen wasn’t really a bad person, in spite of her criminal tendencies, you understand. No, the queen was impoverished by the cruel colonialists in spite of her being royalty, and it was her poverty that caused her to act in that beastly manner.

First, disguised as an informal trader, the queen offered colorful stay-laces and laced Snow Black up so tight that she fainted, and the queen took her for dead. Snow Black was revived by the vertically challenged individuals when they loosened the laces. Next, the queen dressed as a different old woman, wearing a wig that looked for all the world like plastic raffia, and combed Snow Black’s hair with a poisoned comb. Snow Black again collapsed, and once more the vertically challenged individuals saved her.

Lastly the queen made a poisoned apple, and in the disguise of a countrywoman offered it to Snow Black. She was hesitant, so the queen cut the apple in half, ate the half which had no poison and gave the poisoned part to Snow Black. She ate the apple eagerly and immediately fell into a deep stupor. When the vertically challenged individuals found her, they could not revive her, so they placed her in a glass coffin, thinking that she had died. The funeral party lasted seven days and seven nights, financially ruined the vertically challenged individuals and was accompanied by the consumption of huge quantities of Black Label.

Time passed, and a prince travelling through the land saw Snow Black in her coffin. The prince was enchanted by her beauty and instantly fell in love with her. He begged the vertically challenged individuals to let him have the coffin. The prince and his men carried the coffin away, but as they went they stumbled because of a pothole in the ill-maintained road. The coffin jerked and the piece of poison apple flew out of Snow Black’s mouth, awakening her. The prince then declared his love and soon a wedding was planned. Several oxen were to be slaughtered in the prince’s suburban garden with the maximum amount of pain and bellowing from the animals, but it was only his racist neighbours who complained about the animals’ suffering. Transformed people knew that this was necessary to appease the forefathers.

The vain queen, still believing that Snow Black was dead, again asked her tokoloshe who was the most transformed in the land and yet again the tokoloshe disappointed her by responding that, "You, my queen, are transformed; it is true. But the young queen is a thousand times more transformed than you."

Not knowing that this new queen was indeed her stepdaughter, she arrived at the wedding, and her heart filled with the deepest of dread when she realized the truth.

As punishment for her wicked ways, she was sent into Hillbrow naked clutching only a cell phone and a wallet stuffed with R200 notes, where she was killed after being gang-raped.

US threatens to abandon NATO RRF

The United States has drastically scaled down its military engagement in the NATO rapid reaction force and has threatened to abandon the elite troops of the western defense pact, the business daily Handelsblatt quoted NATO circles as saying Monday.

The ‘NATO Response Force’ is no longer fully operational, NATO’s commander-in-chief John Craddock warned in his letter to NATO Secretary General Jaap de Hoop Scheffer.

The US has reportedly lowered its authorized troop strength in the NATO rapid reaction force to only five percent.

Meanwhile, other NATO member states are now also refusing to allocate enough soldiers and military material for the NATO Response Force.

While on paper the authorized troop strength of NATO’s military force is supposed to be at 25,000 that number has dwindled to less than 50 percent, only six months after the creation of the rapid reaction force.

The NATO Response Force goes back to an American initiative which sought to use the NATO elite troopers for crisis intervention anti-terror missions.

The US and Britain have also called for deploying the NATO rapid reaction force in war-stricken Afghanistan.

Let?s Not Cower From The Hard Truth About Race And IQ

The debate over racial differences in IQ represents perhaps the greatest scientific controversy of the past half-century. The facts are not in serious dispute: blacks score, on average, significantly lower than whites in IQ tests in the United States, Britain and beyond.

Some argue that the only plausible response is to accept that blacks are naturally less intelligent than whites, a view that causes outrage among equal rights campaigners. But is there an alternative explanation for these puzzling statistics and what would it mean if there were not?

All too often the liberal establishment has stifled debate on the issue by pretending that it does not exist. It is asserted, for example, that the concept of intelligence is culturally relative. Even if this is (relatively) true, it does not alter the fact that the kind of intelligence revealed by IQ tests is crucial to one’s prospects in the modern world. It hardly helps the cause of racial equality to argue that, although blacks do worse at IQ tests, they have the kind of intelligence that is useful in preindustrial societies.

The reluctance of liberals to engage in real debate has left the impression that there is an inconvenient truth about IQ differences that is being suppressed by political correctness. This has bolstered the phenomenon of black skin being used subconsciously as an information-bearing trait, so that blacks are judged as a group rather than as individuals. This has prejudiced blacks in finding jobs and amounts to de facto affirmative action for whites.

The unwillingness to engage with the IQ controversy is based upon the fear that an exclusively environmental explanation is difficult to sustain. It is generally accepted that the variation in IQ within the white population is largely heritable, as is the variation within the black population. But if white-white and black-black IQ differences are predominantly heritable, how could it be that the black-white difference is exclusively environmental? This argument was first put by Arthur Jensen in 1969 in his seminal paper, How Much Can We Boost IQ and Scholastic Achievement?

But it rests upon a confusion. To see how, imagine a sack of genetically diverse seed that is randomly divided into two bunches. Bunch A is grown in a field with good lighting and Bunch B in a field with poor lighting. The differences in height between the seedlings in Bunch A will be exclusively genetic since they have all been subjected to the same environment. The same is true of Bunch B. But the difference in the average height between Bunch A and Bunch B is exclusively environmental—caused by the difference in lighting conditions.

This tells us that the variation within two populations (such as whites and blacks) has no logical connection with the variation between populations. This insight is particularly powerful when combined with the research of James Flynn, a New Zealand psychologist who discovered that IQ scores are inflating over time, a phenomenon that can only be explained by environmental factors.

Flynn’s discovery provides a real example of the thought experiment involving the seeds: IQ variation within each generation is largely heritable; IQ variation between generations is exclusively environmental. For the environmental hypothesis to work, we need only show that today’s black Britons face comparable conditions to whites in the mid1950s, something that chimes with common sense and social data. Allied with evidence of how IQ differences disappear when black children are brought up in residential nurseries with white children, the environmental hypothesis becomes convincing.

This will not come as a surprise to geneticists who have long understood that racial categories are social constructs lacking genetically rigorous boundaries. Most genetic variation exists within groups rather than between them and skin colour can be a highly misleading measure of the genetic distance between populations. It would have been astonishing if the diverse peoples who happen to share darker skin all had a genetic IQ inferiority.

The environmental explanation for racial IQ differences might also come as a relief to whites, a group that scores lower than East Asians. The idea that whites are naturally inferior in IQ to East Asians is worth pursuing if only to observe the reaction of white supremacists. But, as Flynn has shown, the environmental explanation is as persuasive for the difference between whites and East Asians as between whites and blacks.

But need liberals have been so paranoid about the possibility of natural IQ differences between the so-called races? Let us suppose, for the sake of argument, that whites have a genetic advantage in IQ over blacks. Would this sanction the kind of policies favoured by the far Right, such as segregationist schooling or a bar on blacks entering university?

It is not difficult to spot the logical fallacy. Even if the average black had a naturally lower IQ than the average white this would not mean that all blacks had lower IQs than all whites. There would still be a significant overlap such that if a white person and a black person were chosen at random there would be a fair chance that the black would have a higher IQ. This demonstrates that even in a hypothetical society with genetically based racial differences in IQ it is sensible to treat people as individuals rather than as group members.

Of course, if the far Right were sincere in its motivation for the different treatment of blacks it has a far more effective policy at its disposal. Why not set a mandatory IQ test and then divide people into high, medium and low IQ? Anecdotal evidence suggests that a disproportionate number of the far Right would find themselves in the lowest category and ripe to be bossed around by intelligent black masters.

This ought to demonstrate to all shades of opinion that apartheid is an evil whether it is based upon colour, IQ or anything else. The fear of the Left over possible natural differences between the so-called races is understandable but exaggerated. It is founded upon the idea that political equality is derived from some actual equality that we all share. The truth is that political equality is a moral abstraction, not an empirical discovery. Grasping this important truth should enable us to celebrate our differences rather than cower in fear of them.

Sarkozy wants SA in G8

A proposal by France’s President Nicolas Sarkozy that South Africa and four other emerging economies be included in the influential Group of Eight (G8) has met with mixed response from local commentators.

Goolam Ballim, the group economist at Standard Bank, said the inclusion would be a constructive gesture. "There is increasing recognition that, in their current format, the World Bank and the International Monetary Fund will become irrelevant if they don’t evolve to include both leadership and opinion of emerging markets, and the same is true of other international groupings."

Bloomberg reported that Sarkozy, in his first major foreign policy speech yesterday, proposed the inclusion of China, India, Brazil, Mexico and South Africa in the G8. Sarkozy’s call flies in the face of the position adopted by the body’s chairman, Angela Merkel. The German chancellor has opposed the extension of G8 membership.

Ballim added that the inclusion of emerging market leaders would give credibility to global dialogue. "It is recognition that, for global dialogue to have a genuine meaning, the leading emerging economies do need a seat at the table. South Africa can be a meaningful voice for Africa’s interest at the altar of global dialogue."

Steve Friedman, a research associate at Idasa, holds a similar view. "It would create a platform for a more equal conversation about international trade."

But Garth le Pere, the executive director of the Institute for Global Dialogue, said it would not be in South Africa’s interests to join the G8 as this would compromise its position "as a strong proponent of South-South co-operation".

Finance minister Trevor Manuel, who has played a high-profile role in engagements between the developed and developing worlds, would not comment, said national treasury spokesperson Thoraya Pandy. She referred inquiries to the presidency, which also declined to comment, referring all questions to foreign affairs, which could not be reached.

The G8 is an informal, but powerful, grouping of the world’s seven leading industrialised countries – the US, Japan, Germany, the UK, France, Canada and Italy – and Russia. While the size of gross domestic product (GDP) is no longer a major qualification for membership, it did determine the original membership in 1975.

South Africa’s inclusion would break the mould. Cees Bruggemans, the chief economist at First National Bank, said South Africa, with an economy worth only $280 billion (R2 trillion), was far smaller than the G8 members.

The World Bank’s July 2007 development indicators show South Africa has the 27th-biggest GDP. Russia, the smallest of the G8 economies, has a GDP of $986 billion, while the biggest is the US, with an economy worth $13.2 trillion. After South Africa, Mexico is the smallest of the proposed entrants, with GDP of $839 billion.

Ballim said, however, that South Africa "can be seen to represent the considered opinion of emerging markets and also is a beachhead for Africa. Even though Africa comprises less than 3.3 percent of global GDP and 2.5 percent of world exports, it houses at least 13 percent of the world’s population."

Bruggemans added that global institutional arrangements were changing daily as emerging markets gained in stature.

Peter Draper, a research fellow at the SA Institute of International Affairs, said an important question was whether the other members would accept the inclusion of the five countries. And he pointed out that China was not a democracy, which is seen as a precondition for membership.

A South African-based observer commented that it was unlikely there would be support from other members, except for the UK.

Bloomberg said Sarkozy’s comments came two months after the last G8 meeting established the Heiligendamm Process, in which Brazil, China, India, Mexico and South Africa would have regular, formal talks with the G8. Previous invitations tended to be ad hoc.

No whites allowed

A parent has objected to the "no whites" entry requirement for an accountancy Olympiad.

The parent, Rhett Kahn, whose daughter attends Welkom High School, said he couldn’t believe his eyes when he saw a notice for entry to the Olympiad which stated: "No white students are allowed to enter."

Kahn said he was outraged that his daughter could not enter the Olympiad while all her classmates could.

"I’m an ANC member and my daughter is the only white child in a black school. I deliberately kept it that way. How do I explain to her that her friends can write the Olympiad but she can’t?" Kahn asked.

But Olympiad organisers said the competition was aimed at changing the demographics of people employed in the profession.

The SA Institute of Chartered Accountants (Saica) explained that the competition – the Softline Pastel Olympiad – was aimed at transforming racial demographics among chartered accountants, and was targeting black pupils at 40 schools in the Free State.

"Our objectives are to try to change the demographic over-representation by whites and Indians in the sector," said Natalie Zimmelman, project director for transformation at Saica. The winners will be awarded bursaries to study accountancy at university.

"We aim this Olympiad very specifically at black and coloured learners, it’s a part of our broader strategy for transformation in the sector."

Zimmelman said of the 27 000 chartered accountants registered with SAICA, 25 497 were white, 2 405 Indian, 857 black and 788 coloured. "In 2006, there were 700 African students who passed maths on higher grade with a C+ or more in the country.

If you look at the average, about two will get to be chartered accountants," Zimmelman said. "We have many projects trying to change this, and the Softline Pastel Olympiad is one."

Zimmelman said the imbalance also ran across gender lines. Of the 25 497 white chartered accountants, only 5 225 were female.

New Anti-Slavery Law Not Enough

The Mauritanian government must take additional measures to ensure a new law criminalizing slavery has an effect, human rights activists say.

"The new law is a very positive first step. It is only a first step though," said Romana Cacchioli, Africa Programme Coordinator for the British non-governmental pressure group, Anti-Slavery International. "We don’t eradicate slavery just by introducing a law."

On 8 August, Mauritania’s National Assembly unanimously adopted a law criminalizing slavery, which continues to exist in Mauritania in both traditional and contemporary forms. The law, passed by the Senate on 22 August, makes slavery punishable by 5-10 years in prison. It marks the first time in Mauritanian history that slave holders have been sanctioned.

However, in the wake of the International Day for the Remembrance of the Slave Trade and its Abolition on 23 August, local and international organisations are calling on the government to do more to give the law real meaning for the estimated half million slaves in Mauritania.

"Accompanying measures are necessary so that this law is not forgotten – so that it actually contributes to the emancipation of former slaves," said Mamadou Moctar Sarr, executive secretary of the forum of national human rights organisations in Mauritania.

"It’s not too soon to start talking about the next steps that should be taken," said Julia Harrington of the Open Society Justice Initiative, an international programme for law reform. "The existing law is not really going to be effective all by itself," she told IRIN from Nouakchott, where she was meeting with NGOs to discuss how best they could lobby the government.

NGOs are asking for a monitoring and implementation mechanism that would apply the law, investigate allegations of slavery, mediate the release of slaves and award compensation.

"The passage of this law is incredibly important and symbolic, but there’s still a lack of clarity about what its practical effect is going to be," Harrington said.

As it stands now, victims of slavery must take their complaints to the police, "who probably don’t have the mentality and definitely don’t have the resources to implement the law." She said victims also need the legal right to take their masters to court in a civil suit, a provision that was not included in the law.

The NGOs insist former slaves need social and economic reintegration projects if they are to be truly free. They want the government to set up welcome centres for slaves who leave their masters and give them access to land and income-generating activities.

"Even if they are no longer slaves, as long as there is financial dependency, they will never be totally free," said Sarr, of the forum of Mauritanian human rights organisations.

Another key demand is free education for children of slave descent. "All these people need to know their rights, so that they know that they are whole persons who should be proud of themselves," Sarr added.

The groups say an awareness campaign is essential to spread the news that slavery is a criminal offence, and that it has also been deemed incompatible with Islam. Mauritania is West Africa’s only Islamic republic. According to Cacchioli, religious leaders have promised to talk about the abolition of slavery in their sermons.

The groups are also pushing for a comprehensive law against discrimination, which would address the relationship between slavery and discrimination. "Many of the legacies of slavery are around discrimination," Cacchioli added, noting some people of slave descent have been prevented from owning land, accessing water and running in elections.

Slavery has existed for centuries in Mauritania, a Sahelian country which falls geographically and culturally between Arab North Africa and black sub-Saharan Africa. The enslavement of the black Arabic speakers (Haratines) is not limited to the upper class white Moores (Berber-Arabs), but also exists among black Africans, mostly of the Halpulaar and Soninké ethnic groups.

Prevalence of the internationally banned practice is hard to quantify. One estimate by the Open Society Justice Initiative places the number of slaves and former slaves at 20 percent of the population – or about 500,000 people – but the organisation says the numbers are impossible to confirm. According to most estimates, the Haratine cast – slaves, former slaves or the descendants of slaves – make up close between 40-50 percent of the Mauritanian population, although the government has not officially released results from the last census.

Forms of slavery in Mauritania range from people who live independently but cannot get married without their master’s permission to people who "don’t get a single bit of food unless it comes from their master’s hands, spend their lives looking after their masters, and get beaten everyday," according to the Justice Initiative’s Harrington.

NGOs say that despite its shortcomings, the new law marks a huge shift in government attitude. Slavery was banned in Mauritania in 1981, but previous governments always denied the practice existed and the subject remained taboo.

"This law is a recognition that the practice exists," said Boubacar Messaoud, president of SOS-Esclaves, the local NGO that led the push for an anti-slavery law.

All NGOs contacted by IRIN said they believed Mauritania’s first democratically elected government – elected in March 2007 – was sincere in its promise to eradicate slavery and would take their requests seriously.

"We are optimistic," Messaoud said. "And we will continue to push for these accompanying measures until one day we get them because they are the solution to the problem."

Sexual harassment in Kenya

A troop of vervet monkeys is giving Kenyan villagers long days and sleepless nights, destroying crops and causing a food crisis.

Earlier this month, local MP Paul Muite urged the Kenyan Wildlife Service to help contain their aggressive behaviour.

But Mr Muite caused laughter when he told parliament that the monkeys had taken to harassing and mocking women in a village.

But this is exactly what the women in the village of Nachu, just south-west of Kikuyu, are complaining about.

They estimate there are close to 300 monkeys invading the farms at dawn. They eat the village’s maize, potatoes, beans and other crops.

And because women are primarily responsible for the farms, they have borne the brunt of the problem, as they try to guard their crops.

They say the monkeys are more afraid of young men than women and children, and the bolder ones throw stones and chase the women from their farms.

Nachu’s women have tried wearing their husbands’ clothes in an attempt to trick the monkeys into thinking they are men – but this has failed, they say.

"When we come to chase the monkeys away, we are dressed in trousers and hats, so that we look like men," resident Lucy Njeri told the BBC News website

"But the monkeys can tell the difference and they don’t run away from us and point at our breasts. They just ignore us and continue to steal the crops."

In addition to stealing their crops, the monkeys also make sexually explicit gestures at the women, they claim.

"The monkeys grab their breasts, and gesture at us while pointing at their private parts. We are afraid that they will sexually harass us," said Mrs Njeri.

The Kenyan Wildlife Service told the BBC that it was not unusual for monkeys to harass women and be less afraid of them than men, but they had not heard of monkeys in Kenya making sexually explicit gestures as a form of communication to humans.

The predominantly farming community is now having to receive famine relief food.

The residents report that the monkeys have killed livestock and guard dogs, which has also left the villagers living in fear, especially for the safety of their babies and children.

All the villagers’ attempts to control the monkeys have failed – the monkeys evade traps, have lookouts to warn the others of impending attacks and snub poisoned food put out by the residents.

"The troop has scouts which keep a lookout from a vantage point, and when they see us coming, they give warning signals to the ones in the farms to get away," said another area resident, Jacinta Wandaga.

The town has been warned by the Kenya Wildlife Service not to harm or kill any of the monkeys, as it is a criminal offence.

Running out of options, residents are harvesting their crops early in an attempt to salvage what they can of this year’s crop.

Unfortunately, this only invites the monkeys to break into their homes and steal the harvested crops out of their granaries.

Even the formation of a "monkey squad" to keep track of the monkeys’ movements and keep them out has failed.

The area is simply too large for the few volunteers to cover, they say.

Some residents have lost hope and abandoned their homes and farms, but those who have stayed behind, like 80-year-old James Ndungu, are making a desperate plea for assistance.

"For God’s sake, the government should take pity on us and move these monkeys away because we do not want to abandon our farms," he said.

"I beg you, please come and take these animals away from here so that we can farm in peace."

Nigerian fetish killers

Scores of people fled villages in the Oju district of Benue state, near the border with Cameroon, as word of the killing spread, prompting authorities to impose a dusk-to-dawn curfew.

"The woman’s two ears were cut off, her hands were chopped off, her stomach was ripped open, her heart removed and her vagina was taken away," said a police spokesman from the state capital Makurdi.

Two girls who were with the woman also suffered deep machete cuts but survived the attack and are recovering in a local hospital, he added.

The attack occurred on Aug. 11, but the report reached state police command only on Tuesday because of poor communications.

Killing for rituals is common in Nigeria, Africa’s most populous country, where many believe witchcraft involving the use of human organs can make them instant millionaires or provide protection.

Nigeria is nominally divided equally between Christians and Muslims, but many mix these imported faiths with traditional beliefs.

Sorcerers often use human genitals, eyes, tongues and skulls to make charms.

In 2004, police discovered 83 decomposing, mutilated corpses in a raid on fetish shrines in a teak forest near Okija town in southeastern Anambra state. About 30 witch-doctors were arrested.

The former Anambra state governor, Chris Ngige, said he was taken to the forest to take an oath with some political sponsors before assuming office in 2003.

HRC on the attack against farmers

Officials, watchdogs focus anew on agriculture’s grim record, writes Bongani Mthethwa.

On a wintry morning in April 2003, Simphiwe Bophela and her two cousins set out to gather fire wood in a forest near their homestead at Hlobane, near Vryheid in KwaZulu-Natal.

They giggled as their breath turned to mist in the cold air. The task was arduous as veld fires had consumed most of the available wood in the area — and the fires were still burning that morning.

Suddenly, a 4×4 revved and charged at them.

The girls scattered in terror as the driver leant out of the window and hurled abuse at them for collecting wood in his forest.

Two of the girls — Nomfundo Bophela, 14, and Nomcebo Ntshakala, 15 — managed to escape unharmed .

Simphiwe Bophela, then just 11 years old, was not so lucky.

As she fled from the farmer, she fell head-first into the flames. She sustained third-degree burns on her legs, torso , neck and face.

Simphiwe’s mother, Nokuthula Bophela, 35, said police took statements after the incident, and a case was opened at the local police station — but that was the last the family heard of it .

“What makes me angry is that our family has been collecting fire wood from that forest since 1999. I can’t understand what changed that day, and why today my child suffers due to that man.

“It’s been four years, but my daughter is scarred for life, not to mention the pain. I have to take her to the doctor at least three times a month,” said the unemployed mother of two.

For Simphiwe, the ordeal has changed her life forever, and remains etched in her memory like acid on metal.

After spending six months out of school recuperating from her burns, the young girl faced another ordeal — teasing at the hands of some of her peers.

The Grade 10 pupil, who is scarred on the left side of her face and neck, said after she returned to Pikhwakhe High School, Ulundi, a fellow pupil dropped her a note with a crude reference to the rest of her body.

“I was very humiliated and angered by the incident, but I had to resign myself to accepting my condition with the knowledge that I knew I wasn’t born like that,” she said.

She said she found solace in the fact that her teachers and some of the children at the school accepted her as she was. And she decided to carry on with her life.

Simphiwe’s ordeal is one of several tragedies that have befallen farm dwellers in northern KwaZulu-Natal over the past six years.

The incidents include:

  • Bongiwe Xhakaza was allegedly killed by a farmer while collecting wood; the farmer got off with a R4000 fine;

  • Jabulisile Danisa from Hlobane was allegedly shot while collecting water, by a farmer who claimed to have mistaken her for a bird . Nothing came of her case;

  • Piet Zungu from Gluckstadt was allegedly beaten up by farmers and left for dead after being suspected of cattle theft. A case was opened, but never got under way;

  • Muntu Gumbi, 87, was allegedly kicked so badly by farmers after his cattle grazed on a farmer’s land that his bladder ruptured and he lost the ability to speak. He couldn’t testify against his attackers and they went unpunished .

Things came to a head last month when two farmers and five commando members, charged with assaulting and suffocating two boys suspected of cattle theft, were acquitted by controversial Vryheid magistrate Johan de Bruin.

Before their acquittal, De Bruin had ordered that proceedings be conducted in Afrikaans, despite protestations from the state prosecutor that he didn’t understand the language and therefore couldn’t prosecute the case.

The farmers, Jan George van der Wath, 58, of Goedehoop farm in Utrecht, and Jacobus Johannes Uys, 56, of Potgietersust farm, were arrested in October 2005 after allegedly kidnapping Bongani Ndlovu and Thulani Sithole and taking them to an army base near Gluckstadt.

There they were seriously assaulted, and suffocated with plastic bags.

Ndlovu later committed suicide, saying in a note that he had done so because he had been punished for a crime he didn’t commit.

The perceived bias of the justice system towards white farmers in the conservative towns of Vryheid, Utrecht, Newcastle and Dannhauser has sparked outrage among rural communities and farm dwellers.

It has also prompted KwaZulu-Natal’s MEC for Transport, Community Safety and Liaison, Bheki Cele, to establish a special task team to re-investigate about 100 cases of farm assaults in those areas, dating from 2002.

Cele conceded in an interview with the Sunday Times that there was a problem with policing in Vryheid and that the local police station was perceived to be a “volkstaat.”

He said the KwaZulu-Natal Cabinet had formed a farm security committee under the auspices of the provincial Agriculture Department, which would look at the issue of human rights violations on farms

KwaZulu-Natal Agricultural Union president Robin Barnsley said his organisation would not support any illegal activity by farmers.

“If there are any illegal activities perpetrated by farmers, the law must take its course. But our fundamental premise is that facts [about such illegal activities] must be put on the table.

“We’ve raised the matter with the provincial MEC for Agriculture, Mtholephi Mthim- khulu, about the need for this issue to be high on the agenda of the provincial Land Forum to be launched within two weeks.”

Allegations of farm abuse and increasing brutality towards farm workers are not confined to KwaZulu-Natal and seem to be prevalent throughout the country.

Last week a Pretoria farmer was arrested for allegedly injecting his employee with medicine meant for pigs after he asked for time off to see a doctor.

Farm labourer Rams Madibogo, 23, from Atteridgeville, alleged that the farmer’s friends had offered him R4000 to drop the case.

In another incident, a Limpopo farmer, Johan van Niekerk, 69, was arrested and charged with the murder of Richard Mkhari, whose decomposed body was found tied to a tree with a rope on Vygeboom farm.

He had been missing since he went hunting on the farm and Van Niekerk had been charged with his kidnapping.

This incident and others of abuse faced by farm workers have prompted the South African Human Rights Commission to have a fresh look at relations between farmers and farm dwellers.

The persistently appalling conditions faced by farm workers will be recounted before public hearings on human rights violations on farms, convened by the commission next month.

Commission chairman Jody Kollapen said the organisation had been inundated with complaints of human rights viola tions on farms and decided to hold public hearings over three days.

The hearings are a follow-up to the commission’s 2003 initial inquiry into human rights violations on farms, which highlighted the appalling conditions endured by farm workers.

The inquiry painted a disturbing picture of South Africa’s countryside, characterised by grim living and working conditions, physical assaults on farm workers and frequent evictions.

Many of these problems persist, and relations between different farming communities remain fragile.

“We thought it would be correct to revisit the work that we did then,” said Kollapen.

“ The most critical issues we identified are land issues, relations and human rights violations. But relations remains the most difficult issue,” he said .

He said there appeared to be a systemic problem in Vryheid and surrounding areas, which may warrant a separate hearing in that area.

AgriSA, on the other hand, believes that it is farmers who are under siege .

In a statement posted on its website last month, the agricultural union said that during the past year the farming community had been more vulnerable than in previous years, with an increase of almost 25% in farm attacks.

However, scores of ANC and tripartite alliance marchers who took to the streets of Vryheid on Friday last week in protest against farm abuse in the area would have none of that.

Among other things, the marchers demanded transformation of the judiciary in Vryheid and that the local police service be overhauled to reflect the demographics of the area.

They also demanded that all cases that “disappeared” from the hands of police in the past few years in Vryheid be reinvestigated and the perpetrators brought to book.

One of the marchers related the story of a local farmer who did not allow workers to use a footpath near his forest.

When the farmer found someone on the footpath he would take them back to where they had come from, said the woman.

“We’ve used this path for years and the previous farmer didn’t have a problem with that. Now there’s this new farmer who doesn’t want us to use it. These are some of the problems we are subjected as farm dwellers,” she said.
