‘The German Chair’

In Beirut last month, I met a Lebanese man who had been savagely tortured over the course of a 12-year odyssey in Syrian prisons. Among the things he had endured were electrocutions, beatings with electric cables, and being hanged from ropes by his ankles.

And then there was "the German chair."

The German chair, as he described it, was something akin to a medieval rack, in which progressively greater doses of pain are administered an inch at a time. Yet why was it known as the German chair? It’s a question I neglected to ask. But I found my answer several weeks later, in New York.

What occasioned this discovery was meeting a relatively senior German diplomat posted to the New York consulate. My wife–also German–knows his wife socially.

[…]

I made the normal chitchat of first encounters: praise for the unobstructed (and million-dollar) views of the Hudson River; a query about what he did at the consulate.

But the diplomat had no patience for my small talk. Apropos of nothing, he said he had recently made a study of U.S. tax laws and concluded that practices here were inferior to those in Germany. Given recent rates of German economic growth, I found this comment odd. But I offered no rejoinder. I was, after all, a guest in his home.

The diplomat, however, was just getting started. Bad as U.S. economic policy was, it was as nothing next to our human-rights record. Had I read the recent Amnesty International report on Guantanamo? "You mean the one that compared it to the Soviet gulag?" Yes, that one. My host disagreed with it: The gulag was better than Gitmo, since at least the Stalinist system offered its victims a trial of sorts.

Nor was that all. Civil rights in the U.S., he said, were on a par with those of North Korea and rather behind what they had been in Europe in the Middle Ages. When I offered that, as a journalist, I had encountered no restrictions on press freedom, he cut me off. "That’s because The Wall Street Journal takes its orders from the government."

By then we had sat down at the formal dining table, with our backs to Ground Zero a half-mile away and our eyes on the boats on the river below us. My wife and I made abortive attempts at ordinary conversation. We were met with non sequiturs: "The only people who appreciate American foreign policy are poodles." After further bizarre pronouncements, including a lecture on the illegality of the Holocaust under Nazi law, my wife said that she felt unwell. We gathered our things and left.

For days now, I’ve been asking myself why I didn’t answer the diplomat in the way he deserved. Partly it had to do with my wish not to spoil the friendship between our wives. Partly, too, his assault was so discombobulating I didn’t trust myself to respond coherently. But the main reason is that, as his guest, I was restrained by an innate sense of propriety, a sense the diplomat did not share. And herein lies the essence of the torturer’s art.

To inflict harm on a defenseless person–whoever he may be, whatever he has done–goes against the human grain. It is one thing to strike out at somebody who has just hit you. It’s another thing entirely to abuse someone who, whether as prisoner or as guest, is in your power.

Long ago the Greeks understood that nothing is so barbarous as inhospitality. And according to popular exegesis, God did not destroy Sodom and Gomorrah because of its citizens’ sexual crimes but because of their crimes against hospitality–the rape of strangers.

Torturers, however, are those rare people who can inflict injury on the defenseless, work which is made easier for them because they know most people are unable to respond in kind. Thus it was with the German diplomat. Seated at his table, I submitted to his rules. But rather than oblige my submission with courtesy, he took the opportunity to inflict his insults–insults to which I, as a guest, was bound not to resist. I was, so to speak, in his German chair.

I am tempted to violate journalistic standards here by revealing the diplomat’s name. Of course I won’t: That’s not the sort of man I am. The trouble is, that’s one big reason why he is the man he is. German readers especially may recall the words of Brecht: The womb is fertile still, which bore this fruit.

Turkish general calls for intervention

Turkey’s top general called for a military intervention in northern Iraq in comments certain to increase regional tensions, already high after a series of verbal exchanges between Turkish and Kurdish leaders.
General Yasar Buyukanit, Turkey’s powerful chief of staff, said on Thursday he believed Turkish troops had to move across the border to combat rebels from the Kurdish Workers party (PKK), which Ankara accuses the Kurdish regional government of Northern Iraq of harbouring – an allegation the regional government denies.

“From the military point of view, a [military] operation in northern Iraq must be made,” Gen Buyukanit said.

But he added that he had not yet submitted a request to parliament and that “no political decision has been made yet”.

[…]

The Bush administration has repeatedly told Ankara that such a move would not be productive. While Washington believes some of the rhetoric from the Turkish military is tied up with internal Turkish politics ahead of the presidential election, US officials also assess there is a chance that Turkey will move into northern Iraq, but not imminently.

The EU, which has reduced clout over Ankara because of the troubles of Turkey’s membership negotiations, has also made clear it does not want a Turkish incursion into northern Iraq.

But tensions have recently mounted, partly because of the PKK’s continued operations in Turkey and partly because of the debate in Iraq over the division of power between the country’s regional governments.

The general’s statement followed a warning by Massoud Barzani, leader of the Kurdish autonomous region, to “interfere” in Turkey’s south-east if Turkey “interfered” in his Kurdish area. The Turkish armed forces also sent a note of protest to the national government in Baghdad this week requesting action against the Kurdish rebels.

A US official in Washington on Thursday told the Financial Times that recent comments by Mr Barzani were “dangerous, provocative and unhelpful”.

Turkish officials complain that their main concern, the establishment of an independent Kurdish state, was coming closer day by day despite the US’s public commitment to preserve the territorial integrity of Iraq.

The general made veiled references to the US as the party that had let the Kurds in northern Iraq become “spoiled” to such an extent that their leader could threaten Turkey.

When asked by a local reporter about Mr Barzani and Turkey’s alliance with the US, the general said: “He [Mr Barzani] is at a very low level and I look to the one who enables him to speak so, who enables the division of Iraq, which is the greatest threat to the region.”

Report: Iraq situation is worsening

The situation for civilians in Iraq is "ever-worsening," even though security in some places has improved as a result of stepped-up efforts by U.S.-led multinational forces, the international Red Cross said Wednesday.

Thousands of bodies lie unclaimed in mortuaries, with family members either unaware that they are there or too afraid to go to recover them, according to a key official with the neutral agency. Medical professionals also have been fleeing the country after cases where their colleagues were killed or abducted, the group said.

"Whatever operation that is today underway, and that may be taken tomorrow and in the weeks after, to improve the security of civilians on the ground may have an effect in the medium term," said Pierre Kraehenbuehl, director of operations of the International Committee of the Red Cross, or ICRC.

"We’re certainly not seeing an immediate effect in terms of stabilization for civilians currently. That is not our reading," he said.

Kraehenbuehl spoke in releasing a new ICRC report titled "Civilians Without Protection: The Ever-worsening Humanitarian Crisis in Iraq."

"It is clear that the security situation has improved in certain instances," especially in southern Iraq, he said. But the central region, including Baghdad, remains greatly affected, despite American efforts to secure the capital, he added.

Kraehenbuehl said it was so dangerous for Red Cross workers to move around in Baghdad that "we don’t have on a day-to-day basis a full picture of absolutely every situation."

The ICRC continues to operate in Iraq even though it has cut back operations since attacks on its staff and Baghdad headquarters in 2003. It has 415 Iraqis working for it in the country and has an additional 57 international staff based in Iraq and Amman, Jordan, but relies on the affiliated Iraqi Red Crescent for much of its information.

Based on the Iraqi society’s count, some 600,000 Iraqis have fled their homes since the upsurge in sectarian violence in February 2006, Kraehenbuehl said.

"Hospitals and other key services are desperately short of staff," Kraehenbuehl said. "According to the Iraqi Ministry of Health, more than half the doctors are said to have already left the country."

One of the key jobs of the ICRC is to visit detainees, and the number in custody has been growing as well, Kraehenbuehl said.

"The number of people arrested or interned by the multinational forces has increased by 40% since early 2006. The number of people held by the Iraqi authorities has also increased significantly."

The ICRC regularly visits people held by the multinational forces, and has seen 16,500 since January. Last year some 32,000 detainees were visited by the neutral agency, which also has access to those held by the Kurdish regional government. The ICRC has yet to reach agreement with the Iraqi authorities on visiting their detainees.

In dié verband verteenwoordig sg.

Kollektiewe optrede is hul sterk punt.

Limits Loom for Hybrid Aircraft

The Marine Corps said yesterday that the V-22 Osprey, a hybrid aircraft with a troubled past, will be sent to Iraq this September, where it will see combat for the first time.

V-22 Osprey's Troubled Launch

But because of a checkered safety record in test flights, the V-22 will be kept on a short leash.

The Pentagon has placed so many restrictions on how it can be used in combat that the plane — which is able to drop troops into battle like a helicopter and then speed away from danger like an airplane — could have difficulty fulfilling the Marines’ longstanding mission for it.

In Iraq, the V-22 will begin to replace the Vietnam-era helicopters that are increasingly facing enemy fire. The limitations on the V-22, which cost $80 million apiece, mean it cannot evade enemy fire with the same maneuvers and sharp turns used by helicopter pilots.

As a result, the craft could be more vulnerable to attack, and may result in the Marines keeping it out of the thick of battle, using it instead for less dangerous tasks.

“They will plan their missions in Iraq to avoid it getting into areas where there are serious threats,” said Thomas Christie, the Pentagon’s director of operations, test and evaluation from 2001 to 2005, who is now retired. The V-22’s debut in combatends a remarkable 25-year struggle for the Marines to build a craft they could call their own.

In announcing the Iraq deployment yesterday, Gen. James T. Conway, the Marine Corps’ commandant, referred to those efforts as “a road marked by some setbacks, lots of sacrifices and the success of these Marines standing before you.”

The V-22 has been the Marines’ top priority — the Pentagon has spent $20 billion so far and has budgeted $54.6 billion for it. The money has bought a craft that is half-helicopter, half-airplane and whose speed, say the Marines, will save lives.

But the V-22 has also suffered some of the deadliest test crashes in Marine history. It has claimed 30 lives, 26 of them marines, in three test flight crashes. A fourth V-22 crashed, but there were no deaths then. Many more have been damaged in lesser incidents involving fires, stalled engines and software glitches.

Critics say the V-22’s unusual design can create deadly problems that the Marines have minimized in their single-minded pursuit of the craft.

“It’s like a bad poker hand, and the Marines have been investing in it for 20 years,” said Philip Coyle, the Pentagon’s top weapons tester from 1994 to 2001. “They might have been better if they invested in brand new helicopters.”

The plane’s most widely cited design problem is that one of its propellers can get caught in its own turbulence as it comes in for a landing, and that can cause the V-22 to roll over and head into the ground.

For that reason, V-22 pilots are trained to steer clear of their own turbulence by rules prohibiting them from making the quick maneuvers used by helicopters to evade enemy fire. Instead, the V-22 must land at speeds as slow as nine miles an hour and in a fairly straight line.

A 2005 Pentagon report said these limitations “may prove insufficient” in protecting the V-22 from ground fire. As a result, that Pentagon evaluation said the V-22 was suited only for low- and medium-threat environments, and is not “operationally effective” in high-threat environments.

Some critics say that in the heat of battle, V-22 pilots could forget these restrictions and move in ways that could bring the craft down.

“The V-22 cannot do radical evasive maneuvers” said Lee Gaillard, author of a report critical of the V-22, “Wonder Weapon or Widow Maker” for the Center for Defense Information, which studies weapons programs. “But that’s what it will need for combat.”

The Marines defend the V-22 by saying it provides a margin of safety a helicopter cannot because it can fly faster, farther and higher.

They say it can get to wounded troops quicker and speed them to medical care in what is called the “golden hour” when life can hang in the balance. Because the V-22 flies with a lower “acoustical signature,” it can enter a battlefield less noisily than a helicopter.

Officials add that the Osprey can do more evasive maneuvers than currently permitted — and further testing will prove that.

“It flies twice as fast as the CH-46 that it is replacing,” said Lt. Gen. John Castellaw, head of the Marine aviation program. “It carries three times the payload; it goes five times as far; it’s six times as survivable. So what you’re deploying is an asset that increases the combat capability of the Marines.”

“That’s what you want to do,” added General Castellaw. “Give them the best you can.”

Col. Mathew Mulhern, the Pentagon’s V-22 program officer, whose Patuxent River office has an “Osprey Country” sign, says marines cannot wait to get on board.

“Every marine who sees one, when they do, a light bulb comes on,” said Colonel Mulhern. “They say, ‘my God.’ ”

Each V-22 costs about three times the price of a modern helicopter and nearly the same as a fighter jet. The Marines will get 360 Ospreys, Air Force Special Forces will get 50 and there will be 48 for the Navy.

The program’s high cost and uncertain technology led Vice President Cheney when he was secretary of defense under President George H. W. Bush to try four times to cancel the program.

But, from 1989 to 1992, Mr. Cheney was beaten back by Congress. Work on the project — the Boeing Company and Bell Helicopter Textron are the main contractors — is spread across 40 states and 2,000 subcontractors, giving the V-22 broad support. More than 100 members of Congress even formed a Tiltrotor Technology Coalition to protect it.

“We have proven conclusively that this is an extraordinarily fine craft,” said Robert Leder, a spokesman for the Bell-Boeing V-22 program. “It is a very safe craft and will be of tremendous service. ‘’

All new weapons have problems in testing. But critics say the V-22 is plagued with basic design problems.

Should the V-22 lose power, it can not “autorotate” like a helicopter and allow the updraft of air to rotate its propellers for a hard, but survivable, landing. Because of this, according to the 2005 Pentagon report, emergency V-22 landings without power at altitudes below 1,600 feet “are not likely to be survivable.”

“If you lose power on a V-22, you just burn and crash,” said one Pentagon official involved in testing the craft but who was not authorized to speak publicly. “There is no way to survive. ”

The cabin is not pressurized, even though the craft can fly at altitudes of 10,000 feet and above, where breathing is difficult and it is not climate-controlled.

Pentagon reports also say the V-22 is too cramped for the 24 marines it can carry. The marines are so packed into the windowless cabin that they can become airsick, their legs can grow numb and leaving the plane quickly is difficult.

There is no bathroom on board and marines have criticized the “piddle packs” they are to use as insufficient. And, there is no place on board to store them once they are full.

V-22 downdraft is so strong, and moves in so many directions that it can create “brownout” conditions, making it difficult for pilots to see and potentially knocking down marines on the ground.

As a result, when rope ladders are used, the V-22 must hover at higher altitudes, making marines more vulnerable to fire.

“Safety is a big issue,” wrote one V-22 crew chief, in a questionnaire filled out for the Pentagon’s 2005 operational evaluation. “If we had went down in the water we would have most likely lost at least 24 troops because of restricted egress. I felt like I was in a coffin.”

These are more than theoretical concerns. On April 8, 2000, 19 marines were killed in a training exercise when a V-22 descended too fast and crashed near Tucson. It was the third V-22 to crash — seven people were killed in two previous crashes.

In December 2000, four more marines, including the program’s most experienced pilot, were killed in a crash caused by a burst hydraulic line and software problems.

These accidents led to program delays to make design changes. But as tests resumed, so have the problems.

Three engine fires occurred recently because of problems related to hydraulic lines. In March 2006, a computer problem led an idling V-22 to suddenly take off on its own. It then slammed into the ground, breaking off its right wing. All 54 V-22’s were grounded for weeks in February because of a faulty computer chip.

In preparation for deployment, the Pentagon ran tests last year in the New Mexico desert, similar to the climate of Iraq. In January, the Pentagon wrote about frequent failures with various parts and systems. The reason: “Extended exposure to the desert operating environment.”

Because of these problems, Mr. Coyle, the former Pentagon weapons tester, predicted the Marines will use the V-22 to ferry troops from one relatively safe spot to another, like a flying truck.

“They don’t want to have a ‘Black Hawk down,’ ” he said. “That would kill the program. Of course, it was not designed to be a truck. It was designed to be used in combat.”

The Marines say the V-22 will prove the critics wrong.

“Ask all the naysayers how many hours they have flown,” said Colonel Mulhern, the V-22 program manger.

“They are just sitting around a desk and crunching numbers,” he added. “Go talk to the Marines. The V-22 has come of age. The first marine it saves makes it worth what we paid for it. And I have real confidence that the V-22 will do it.”

Fans include General Castellaw, a Vietnam helicopter pilot, who has flown the V-22.

“I came in at a high altitude and then did a tactical ingress,” said General Castellaw. “Yankin’ and bankin’ to avoid simulated fire, came in low, streaked into the zone. The aircraft is nimble, agile. You can yank and bank with the best of them.

“I believe absolutely that this is the most survivable craft for the Marine Corps’ most precious assets,” he added. “ If I did not believe that, I would not deploy it. I have absolute faith in the craft to do the mission.”

Me.

The Great Junk Bond Conspiracy

Whatever you call it — junk bonds or junk debt, it’s all part of a great global conspiracy now.

The alarming decline in governmental and corporate credit quality that has occurred under the Bush Cheney Regime, using the fiscally reckless practice of “Bushonomics” (negative-debt-financed consumption) has now become, if you will, an “economic school of thought” that is being embraced worldwide. And this could be the sign of another global debacle…

Classically, junk bonds or junk debt has been defined by Moody’s, S&P and Fitches, the three principal rating services in the United States, as being any debt obligation whose credit rating is less than Triple B.

To reiterate, the startling credit quality deterioration in the United States under the Bush Cheney Regime has now been globalized, as more and more foreign governments and corporations begin to operate under the theory of Bushonomics.

Indeed, and this is important to note, we have seen that under the Bush Cheney Regime, 38% of the S&P 500 stocks, for instance, have been downgraded as to their credit quality.

In fact, credit quality deterioration in the last 6 years has reached a level not seen since the Great Depression of the 1930’s.

So what is the conspiracy? The conspiracy comes in a sublime effort by governments and their allies in financial media to gussy up, as it were, junk bonds, and to make junk bonds more acceptable as a mainstream investment.

What we’ve seen then is the “mainstreaming,” as it were, of junk debt, as junk debt becomes increasingly substituted for investment-grade debt in mutual fund bond portfolios, for instance, that many average investors own.

Even more startling and more sinister is the increasing substitution of junk debt within governmental, social security, and other government and corporate-sponsored pension programs.

To reiterate, junk debt is any publicly traded debt issued by a government or corporation with a credit rating of less than Triple B. Today there are thousands of corporate issuers in the United States of junk debt.

If you look at them by industry sectors, you would see that almost all of the telecom sector are issuers of junk debt. Within the retail sector is also a large concentration of junk debt issuers. You could go on and on and on with individual corporations.

What I think is the most sinister and dangerous part of this conspiracy is the increasing substitution of junk debt for investment grade debt within government pension systems globally.

Bloubloed-Indi?r wil Hertog van Frankryk word

Image

Volgens Prins Michel is Balthazar Napoléon III dus ’n wettige troonopvolger. “As Jean-Philippe eerste opvolger was, is ek dit ook,” beaam mnr.

China-Japan sign energy pact

SINGAPORE: China and Japan on Wednesday agreed to work out guidelines for a healthy development of their strained ties. Japanese Prime Minister Shinzo Abe and his Chinese counterpart Wen Jiabao met in Tokyo to build a strategic relationship for regional stability and decided upon a bilateral economic dialogue.

The two countries also expressed a shared "political" commitment to address the global issue of climate change. Steps to ensure environmental protection were outlined in a document that the Foreign Ministers of the two countries signed on the occasion of the summit between the two Prime Ministers.

Mr. Abe and Mr. Wen were also understood to have agreed to "face up" to the realities of the historical baggage on the bilateral front. The issue pertains to Japan’s aggression against China during the Second World War and their differing interpretations of that period. Mr. Abe described Mr. Wen’s visit as "a bright sun ray through the cloud".

An accord on energy-sector cooperation was outlined in a statement issued at the ministerial level as part of the summit process. Japan indicated that the accord could result in a transfer of technology to Beijing from Tokyo. The development of the nuclear energy sector in China was also placed within the ambit of this accord.

The Chinese side emphasised the importance of guidelines for better relations. Attention was also drawn to the economic dialogue and the possibilities of engagement across a wide spectrum, which could include the sensitive domain of defence.

Mr. Wen’s visit, the first to Japan by a Prime Minister of China since 2000, was hailed by both sides as a critical sequel to Mr. Abe’s talks with the top Chinese leaders in Beijing last October. Mr. Wen will address the Diet, Japanese Parliament, on Thursday.

“Goodbye Bafana”

The normally cynical international press corps greeted the director and cast of "Goodbye Bafana" with cheers and applause following the film’s well-received premiere in Berlin on Sunday.

Dennis Haysbert enjoyed the bulk of the attention for his gripping performance as South African leader Nelson Mandela in Billie August’s portrayal of Mandela’s growing friendship with his white prison guard James Gregory, played by Joseph Fiennes.

Haysbert, who mastered both Mandela’s South African-accented English and his native Xhosa language for the role, said he thought "about five minutes" before agreeing to play the former ANC leader.
"The only doubts I had were about my worthiness, if I was worthy or not to play arguably one of the top five human beings to have every stepped foot on this planet," Haysbert said.

The star of "24" and "The Unit" said his greatest challenge was emulating Mandela’s famous reserve as he told his life story through almost 30 years of imprisonment until his release in 1990.

"I found it very painful, the sacrifices he made," Haysbert said. "It was extremely difficult playing someone whose love for his country outweighed his love of self, his love of youth or of his family. (And) to play a man whose tear ducts had been operated on so he couldn’t cry made it very hard for me to play. Every night when I went home I would have a glass of wine and just cry."

Co-stars Fiennes and Diane Kruger, who plays Gregory’s wife Gloria, said identifying with South Africa’s institutionalized culture of racism was difficult but was necessary in order to avoid a two-dimensional depiction of white South Africans.

"It is incredibly complex, the situation of these people they call the pale natives," Fiennes said. "Because they are African but also not. I think there is a certain schizophrenia of that generation. It would be easy to caricature, to just show a cliche of the racist white South African, but to be successful you have to really try and understand this certain social conditioning that is pretty scary and abhorrent at times. Sadly it is not too difficult to understand. You see a similar thing, a similar conditioning of fear, all around us now."

Critical reaction to the film has been mixed but Haysbert said that, for him, there was only one opinion that mattered.

"Nelson Mandela has received a DVD and God I hope he likes it," Haysbert said. "Probably the only person where I really care that he likes the movie and enjoys it, is Nelson Mandela."

Blair blames spate of murders on black culture

Tony Blair yesterday claimed the spate of knife and gun murders in London was not being caused by poverty, but a distinctive black culture. His remarks angered community leaders, who accused him of ignorance and failing to provide support for black-led efforts to tackle the problem.
One accused him of misunderstanding the advice he had been given on the issue at a Downing Street summit.

Black community leaders reacted after Mr Blair said the recent violence should not be treated as part of a general crime wave, but as specific to black youth. He said people had to drop their political correctness and recognise that the violence would not be stopped "by pretending it is not young black kids doing it".

It needed to be addressed by a tailored counter-attack in the same way as football hooliganism was reined in by producing measures aimed at the specific problem, rather than general lawlessness.

Mr Blair’s remarks are at odds with those of the Home Office minister Lady Scotland, who told the home affairs select committee last month that the disproportionate number of black youths in the criminal justice system was a function of their disproportionate poverty, and not to do with a distinctive black culture.

Giving the Callaghan lecture in Cardiff, the prime minister admitted he had been "lurching into total frankness" in the final weeks of his premiership. He called on black people to lead the fight against knife crime. He said that "the black community – the vast majority of whom in these communities are decent, law abiding people horrified at what is happening – need to be mobilised in denunciation of this gang culture that is killing innocent young black kids".

Mr Blair said he had been moved to make his controversial remarks after speaking to a black pastor of a London church at a Downing Street knife crime summit, who said: "When are we going to start saying this is a problem amongst a section of the black community and not, for reasons of political correctness, pretend that this is nothing to do with it?" Mr Blair said there needed to be an "intense police focus" on the minority of young black Britons behind the gun and knife attacks. The laws on knife and gun gangs needed to be toughened and the ringleaders "taken out of circulation".

Last night, British African-Caribbean figures leading the fight against gang culture condemned Mr Blair’s speech. The Rev Nims Obunge, chief executive of the Peace Alliance, one of the main organisations working against gang crime, denounced the prime minister.

Mr Obunge, who attended the Downing Street summit chaired by Mr Blair in February, said he had been cited by the prime minister: "He makes it look like I said it’s the black community doing it. What I said is it’s making the black community more vulnerable and they need more support and funding for the work they’re doing. … He has taken what I said out of context. We came for support and he has failed and has come back with more police powers to use against our black children."

Keith Jarrett, chair of the National Black Police Association, whose members work with vulnerable youngsters, said: "Social deprivation and delinquency go hand in hand and we need to tackle both. It is curious that the prime minister does not mention deprivation in his speech."

Lee Jasper, adviser on policing to London’s mayor, said: "For years we have said this is an issue the black community has to deal with. The PM is spectacularly ill-informed if he thinks otherwise.

"Every home secretary from [David] Blunkett onwards has been pressed on tackling the growing phenomenon of gun and gang crime in deprived black communities, and government has failed to respond to what has been a clear demand for additional resources to tackle youth alienation and disaffection".

The Home Office has already announced it is looking at the possibility of banning membership of gangs, tougher enforcement of the supposed mandatory five-year sentences for possession of illegal firearms, and lowering the age from 21 to 18 for this mandatory sentence.

Answering questions later Mr Blair said: "Economic inequality is a factor and we should deal with that, but I don’t think it’s the thing that is producing the most violent expression of this social alienation.

"I think that is to do with the fact that particular youngsters are being brought up in a setting that has no rules, no discipline, no proper framework around them."

Some people working with children knew at the age of five whether they were going to be in "real trouble" later, he said.

Mr Blair is known to believe the tendency for many black boys to be raised in families without a father leads to a lack of appropriate role models.

He said: "We need to stop thinking of this as a society that has gone wrong – it has not – but of specific groups that for specific reasons have gone outside of the proper lines of respect and good conduct towards others and need by specific measures to be brought back into the fold."

The Commission for Racial Equality broadly backed Mr Blair, saying people "shouldn’t be afraid to talk about this issue for fear of sounding prejudiced".

Mr Blair spoke out as a second teenager was due to appear in court charged with the murder of 14-year-old Paul Erhahon, stabbed to death in east London on Friday. He was the seventh Londoner under 16 to be murdered since the end of January, and his 15-year-old friend, who was also stabbed, remains in hospital.

Prosecutors drop charges in Duke case

RALEIGH, N.C. – The Duke lacrosse rape case finally collapsed Wednesday, with North Carolina’s top prosecutor saying the three athletes were railroaded by a district attorney who ignored increasingly flimsy evidence in a "tragic rush to accuse."
In a blistering assessment of the case, Attorney General Roy Cooper dropped all charges against the players, all but ensuring that only one person in the whole scandal will be held to account: Durham County District Attorney Mike Nifong.

"This case shows the enormous consequences of overreaching by a prosecutor," Cooper said.

Cooper, who took over the case in January after Nifong was charged with ethics violations that could get him disbarred, said his own investigation into a stripper’s claim that she was sexually assaulted at a team party found nothing to corroborate her story, and "led us to the conclusion that no attack occurred."

"There were many points in the case where caution would have served justice better than bravado," Cooper said. "In the rush to condemn, a community and a state lost the ability to see clearly."

Later, at an often-bitter, I-told-you-so news conference, the three young men and their lawyers accused the news media and the public of disregarding the presumption of innocence and portraying them as thugs.

"It’s been 395 days since this nightmare began. And finally today it’s coming to a closure," said one of the cleared defendants, David Evans, his voice breaking at one point. "We’re just as innocent today as we were back then. Nothing has changed. The facts don’t change."

Defense attorney Joe Cheshire said: "We’re angry, very angry. But we’re very relieved."

Nifong was out of town and could not immediately be reached for comment. But his lawyer, David Freedman, said: "If further investigation showed this boys were innocent, he would be in agreement with what the attorney general’s office decided to do."

Evans, Reade Seligmann and Collin Finnerty were indicted last spring on charges of rape, kidnapping and sexual offense after the woman told police she was assaulted in the bathroom at an off-campus house during a team party where she had been hired to perform. The rape charges were dropped months ago; the other charges remained until Wednesday.

The case stirred furious debate over race, class and the privileged status of college athletes, and heightened long-standing tensions in Durham between its large working-class black population and the mostly white, mostly affluent students at the private, elite university.

The woman is black and attended nearby North Carolina Central University, a historically black school; all three Duke players are white.

The attorney general said the eyewitness identification procedures were unreliable, no DNA supported the stripper’s story, no other witness corroborated it, and the woman contradicted herself.

"Based on the significant inconsistencies between the evidence and the various accounts given by the accusing witness, we believe these three individuals are innocent of these charges," Cooper said. He said the charges resulted from a "tragic rush to accuse and a failure to verify serious allegations."

"I think a lot of people owe a lot of apologies to a lot of people," Cooper said.

Cooper offered no explanation for why the stripper told such a story and would not discuss her mental health. However, he said no charges will be brought against her, saying she "may actually believe" the many different stories she told.

"We believe it is in the best interest of justice not to bring charges," he said.

The accuser’s whereabouts were not immediately known. The Associated Press generally does not identify accusers in sex-crime cases.

Portraying Nifong as a "rogue prosecutor," Cooper called for the passage of a law that would allow the North Carolina Supreme Court to remove a district attorney where justice demands it.

Cooper declined to say whether he believes Nifong should be disbarred, saying it would not be fair to pass judgment before he goes on trial before the state bar in June.

At the news conference with his former teammates, Finnerty said: "Knowing I had the truth on my side was really the most comforting thing at all throughout this last year."

Seligmann thanked his lawyers for sparing him from 30 years in prison for a "hoax" and complained that society has lost sight of the presumption of innocence. "This entire experience has opened my eyes up to a tragic world of injustice," he said.

The case was troubled almost from the start. DNA failed to connect any of the athletes to the 28-year-old stripper. One of the athletes claimed to have ATM receipts and time-stamped photos that provided an alibi. It was also learned that the stripper had leveled similar gang-rape allegations a decade ago, and no charges resulted.

Then, in December, Nifong dropped the rape charges after the woman said she was no longer certain she was penetrated.

Nifong came under furious criticism from the community, the university and members of the bar for pressing ahead with a case that they said seemed pitifully weak.

The district attorney withdrew from the case in January after the North Carolina bar charged him with making misleading and inflammatory comments to the media about the athletes under suspicion. The bar later added more serious charges of withholding evidence from defense attorneys and lying to the court.

Among other things, Nifong called the athletes "a bunch of hooligans" and declared DNA evidence would identify the guilty. He was also accused of withholding the results of lab tests that found DNA from several men — none of them lacrosse team members — on the accuser’s underwear and body.

Duke suspended Seligmann, 21, of Essex Fells, N.J., and Finnerty, 20, of Garden City, N.Y., after their arrest. Both were invited to return to campus this year, but neither accepted. Evans, 24, of Bethesda, Md., graduated the day before he was indicted.

In the uproar over the allegations, Duke canceled the rest of the team’s 2006 season, the lacrosse coach resigned under fire, and a schism opened up on the faculty between those who supported the athletes and those who accused them of getting away with loutish frat-boy behavior for too long.

The team resumed play this year.

"Two days after this happened, I knew what the truth was. When you say you believe in somebody, when you say you believe the truth, you stand by them," said former Duke lacrosse coach Mike Pressler, now lacrosse coach at Bryant University in Smithfield, R.I.

James Ammons, chancellor of North Carolina Central University, said that because of the Duke case, NCCU and Duke "engaged in some very important discussions and forums that enhanced our tolerance and raised awareness regarding race, class, sexual assault and athletic privilege."

"Now that the investigation has concluded, let the healing begin and the growth continue," he said.

James Coleman, a Duke law professor who was one of Nifong’s biggest critics, said he hopes the case makes the public "aware and sensitive to the importance of public scrutiny of what prosecutor can do."

"They have enormous power. They can ruin innocent people and in some cases put innocent people in prison never to get out because they don’t do their job with integrity," Coleman said. "That’s really the lesson."

Water is found in extrasolar planet’s air

FLAGSTAFF, Ariz., April 11 (UPI) — U.S. astronomers have, for the first time, identified water in the atmosphere of an extrasolar planet.

The identification was accomplished using Hubble Space Telescope measurements and theoretical models developed by Lowell Observatory astronomer Travis Barman. He found strong evidence for water absorption in the atmosphere of transiting planet HD209458b.

"We now know that water vapor exists in the atmosphere of one extrasolar planet and there is good reason to believe that other extrasolar planets contain water vapor," said Barman.

Although water vapor has been expected in the atmospheres of nearly all known extrasolar planets, most are too close to their parent star to allow identification.

The identification involving planet HD209458b was made possible since, as seen from Earth, it periodically passes in front of its star. As it does so, its atmosphere blocks a different amount of the starlight at different wavelengths.

An analysis of Hubble data by Harvard University student Heather Knutson made possible a direct comparison to theoretical models developed by Barman. That ultimately led to the identification of water absorption on the planet 150 light-years from Earth.

The research has been accepted for publication in the Astrophysical Journal.
